Job summary

:

The Estates & Facilities Cleanliness Audit and Monitoring Officer will operate a robust monitoring system based on the National Standards of Cleanliness.

To promote safe standards of cleanliness in line with the National Standards of Cleanliness across all healthcare environments and encourage quality improvements where identified.

To inspect and advise clinical areas on the ward and departmental requirements prior to the commissioning of new developments.

Job responsibilities:

Communication and Team Working

Communicate effectively with Matrons, Chief Nurse, Infection Prevention team, Ward Managers, Departmental Heads, Head of Facilities, Estates Manager and Housekeeping Manager regarding the standard of cleanliness, fabric of the building and infection control issues across the Trust.

Communicate with clinical area managers who have not achieved safe standards and develop an improvement plan which may include further training, investment in new equipment and materials, increased supervision, increased resources, changing the times of cleaning, performance management. Re-audit area as required until the threshold target has been reached.

Escalate issues related to cleanliness to either the Housekeeping Manager, Head of Facilities, Estates Manager or appropriate nursing lead.

Deal with enquiries from staff and services, resolving queries and advising regarding the cleanliness of a ward or department

Investigate poor cleanliness complaints and DATIX incident reports in an accurate and timely manner and report the findings to the Housekeeping Manager. Ensure that necessary corrective actions have been put in place as required.

Maintain an open and approachable manner with all other internal and external service users in order to build good working relationships.

Co-ordinate all environmental and quality control related meetings, Patient Environment Action Group (PEAG)

Planning and Organising

Undertake audits of all clinical wards and departments in accordance with the National Standards of Cleanliness. Ensure that all areas are inspected by the end of the month. Collate all information and send appropriate reports to the respective ward or department manager.

Ensure that cleaning standards are met to satisfy infection prevention and control and safety standards; report deficits to Housekeeping Manager.

Verify that any cleanliness audits undertaken by the Housekeeping Supervisory team evidence that efficient cleaning practices have been undertaken.

Take responsibility for the monitoring documentation related to all audits undertaken to ensure correct procedures and processes are being followed. Highlight any areas of concern directly to the Housekeeping Manager.

Provide the Housekeeping Manager or deputy all completed daily inspections.

Inspect all public areas across the Trust. Report any concerns.

Agree with Departmental Managers, Ward Managers, Infection Prevention team and Housekeeping Management regarding remedial action to be taken to meet NHS Clean Hospital Standards.

Ensure that legionella and pseudomonas checklists are completed by Housekeepers. Escalate any concerns to Housekeeping Manager.

Report maintenance issues that may compromise the patient environment and all other

defects identified during audit monitoring onto Trust-wide systems IFM and ECare

Identify and promote good practice, particularly in relation of cleaning and the patient environment.

Prepare improvement action plans for areas of non-compliance ensuring actions are completed by pre-determined deadlines.

Undertake ad hoc inspections of clinical areas with Matrons, Chief Nurse, Infection Prevention & Control team, Ward Managers and/or Departmental Managers.

Provide advice on what is acceptable in terms of cleanliness and Infection Prevention & Control

Identify and prioritise patient environment improvements and share with appropriate departmental manager and leads on discussions on the appropriate allocation of Trust expenditure in this area.

Works alongside the Housekeeping Manager to ensure that cleaning schedules, frequency of cleaning and cleaning responsibilities in Trust are all agreed with the Infection Prevention & Control team, Ward Sisters or Departmental Managers.

Ensures that the national colour coding scheme is adhered to across the Trust.

In conjunction with the Housekeeping Manager, review new or revised national guidance and legislation in relation to its implications for the Trust.

Attends and participates in department team briefings and attend meetings as appropriate.

Managing People and Resources

Act as the Trusts main contact with external provider of licence for monitoring system.

Regularly review the Trusts monitoring system ensuring same is fit for purpose; explore the market for improved audit tools annually.

Develop monthly reports on audit results. Analyse and interpret trends to facilitate service improvements. Distribute report to appropriate ward and departmental managers.

Assist the Housekeeping Manager and inspect work undertaken by contract window cleaners.

Conduct training for all Housekeeping Supervisors on Audit when necessary.

Maintain and update relevant Standard Operating Procedures (SOPs) for daily, weekly, monthly, annual tasks, ensuring that strict regularity is avoided and that inspection is not predictable.

Training and Teaching

Provide advice, support and training on monitoring issues to all service users as required.

Ensure that all new Housekeeping Supervisors are competent with the audit process. Develop and maintain an annual refresher programme for Supervisors. Escalate any concerns to the Housekeeping Manager.

Educated to Level 3 or equivalent qualification Foundation Degree/Post Graduate Diploma

Certificate in Infection Control

Experience & Knowledge

Essential

Operational experience of conducting audit/monitoring. Experience of working/communicating with the general public. Good working knowledge of Health and Safety and infection control matters

Desirable

Operational experience of conducting audit/monitoring in a healthcare environment. Working knowledge on the National Standards of Cleanliness and PLACE.
