Job summary

This is an exciting opportunity to join the Public Healthteam at Swindon Borough Council (SBC) and contribute to a wide range ofprogrammes designed to improve the health and wellbeing of the local populationand reduce inequalities.

We are looking for a great analyst who will bring data tolife, turning it into insight which informs decision making and helps todevelop evidence-based needs assessments. You will be comfortable with usingdata to test hypotheses and be skilled at presenting your findings to a rangeof audiences in a clear and accessible way.

You will be a high performing and enthusiastic individualwho is able to build effective relationships with colleagues and partners. Youwill be highly numerate with statistical and data analysis skills, report writing,and an understanding of how health data can be used to drive change.

Main duties of the job

As a Public Health Specialist for Intelligence you will planand lead on assigned projects and areas of reporting and analysis to meethealth improvement, service delivery and evaluation, long term strategy andcommissioning needs. This includes leading on aspects of, and activelyinfluencing the direction of long-term projects that will evidence and shape SwindonBorough Council and Integrated Care System strategies.

Job description

Job responsibilities

Identify, gather, collate, analyse, and interpret healthrelated data applicable to public health issues using appropriate statisticalmethods. This includes communicating with a range of internal and externalstakeholders to obtain a variety of complex datasets.

Lead on the identification of public health needs usingvarious methodologies such as health needs assessment, health equity audits,reviews and evaluations of programmes and/or interventions directed at areas ofresponsibility.

Provide specialist health intelligence input to publichealth, the Council and NHS in monitoring the health needs of the populationand in strategic planning to meet those needs including the Joint StrategicNeeds Assessment.

Support the work of the Director of Public Health and PublicHealth Directorate in ensuring that health intelligence, evidence and goodpractice are incorporated into commissioning and service evaluation processesin Swindon.

Develop wider public health capacity by communicating andpromoting health improvement messages through presentations, evidence-basedpractice, audits and published research and providing specialised advice andknowledge through the development of and participation in training programmes,workshops, conferences and seminars.

Produce, develop and maintain information systems andanalytical expertise for key staff and services/directorates to fulfil theirfunctions in terms of public health information, health surveillance and dataacquisition.

Provide advice and guidance to senior managers on a broadrange of issues and propose remedial actions.

Person Specification

Qualifications

Essential

First degree in a numerate discipline (or demonstrate equivalent experience or degree equivalent)

Desirable

A post graduate qualification in a subject directly relevant to statistics/epidemiology/public health information or in a scientific discipline with a strong numerical component.

Experience

Essential

Knowledge and understanding of statistics and statistical methods relevant to health and the limitations of such methods. Knowledge and understanding of epidemiology including key population health concepts and principles ( standardisation, various forms of risk and their application). Demonstrable experience of using statistical/analytical and/or epidemiological techniques to analyse and interpret data for both specialist and generalist audiences. Analyse and interpret qualitative data and use evidence from qualitative studies and lived experience to inform decision making. Understanding of the wider determinants of health and some knowledge of approaches of reducing health inequalities. Knowledge of local authorities, NHS structures and of the arrangements for providing healthcare in England. Knowledge of wider public sector bodies that impact on health. Work experience in a health, public services, research, public or charitable organisation or other public-facing environment. Experience of working as part of a multi-disciplinary team. Excellent project and time management skills, ensuring that milestones and deliverables are achieved to time and to high quality.
