You will be AAT qualified and have worked in afinance/accountancy environment for at least 3 years. You will have demonstrableIT skills, with an excellent working knowledge of Excel. Primarily you willbe responsible for monitoring a portfolio of budgets, along with various day today and month end accounting tasks, all within strict timescales. Main duties of the job

Provide an effective, high quality Financial Managementservice to managers and clinicians and contribute to the financial stewardshipof the organisation as a whole by ensuring deadlines are met, procedures are upto date and Standing Financial Instructions are adhered to. Provide monthly budgetreports, support complex financialanalyses, investigate queries and advise managers on issues relating to theirservice to enable them to plan, monitor and control the services withinavailable resources.

The post holder will have scheduled meetings with budgetholders either face to face or using Teams and may occasionally be required totravel to various locations within North East Lincolnshire.

Ensure that all aspects of the financial accountingduties are completed to a high professional standard, within agreedtime-scales, enabling the organisation to meet its statutory financial andother reporting deadlines.

Job description

Job responsibilities

Providingday to day routine support/advice to Budget Holders, including regular meetingswhich may include the discussion and resolution of complex and routinefinancial issues. Meetings can be in person or using Teams.

Preparationof monthly system accruals and prepayments; calculation of estimated accruals;inputting corrective journals and production of the monthly budget monitoringreport for their portfolio of cost centres, adhering to strict month endtimetable.

Reviewingbudget monitoring data and identifying and explaining variances adhering to themonthly timetable and reporting to the Senior Management Accountant.

Compilingaction plans agreed with budget holders to address variance and submittingthese to Senior Management Accountant.

Assistingin the development and improvement of the budget monitoring system; using acomprehensive knowledge of excel and report writing facility via AccessFinancials

Monthlypay budget variance analysis to identify miscodes and changes in a timelymanner. Liaising with HR colleagues where necessary.

Supportingrecruitment within budget portfolio by performing checks upon receipt of avacancy notification and confirming such with budget holder in a timely manner.

Assistingthe Senior Management Accountant in the setting of budgets in line with theorganisations approved Budget Setting Policy, for which they are the nominatedfinance representative, including discussions and agreement with budgetholders.

Responsiblefor advising budget holders on the re-profiling of budgets within a costcentre: remaining strictly within a given budget envelope and submitting suchrealignments for approval by the Senior Management Accountant, as part of theannual Budget Process.

Responsiblefor resolving any issues/pressures identified in accordance with policies andprocedures: where this is not possible, to escalate the issue to the SeniorManagement Accountant. This will requirethe ability to explain complex financial issues;

Completevarious monthly reconciliations as required in accordance with the month endtimetable.

Ensureall procedure notes are up to date within relevant work area.

Regularlyreview work processes, identifying ways to improve effectiveness andefficiency.

Undertakeroutine accounting tasks on the finance system, such as inputting journals,setting up ledger codes within agreed coding structure, ledger enquiries,running ad-hoc reports etc;

Participatein and provide information for statutory statistical and financial returns asrequested by the Senior Management Accountant;

Toprovide training where necessary to a designated portfolio of budget holdersfor issues such as, budget holder responsibility, coding of invoices, utilisingAccess Financials dashboard, VAT basics etc;

Beable to demonstrate own area of work to new finance staff and other colleagues

AssistSenior Management Accountant in complex and confidential issues such as costingof restructures, service redesign or tendering for new areas of work;

Requiredto have detailed knowledge and understanding of accounting policies andprocedures of the organisation.

Ad-hocduties as required to meet the exigencies of the service.
