About the Role

The Technical Service & Systems team within Traffic & Flood Risk Management seeks to deliver an excellent customer focused service in an efficient, effective, and economic manner, with specific focus of the Council’s role as Highway Authority whilst adhering to Corporate, Departmental and Government priorities. 

The Technical Lead’s primary purpose is to support the Head of Service and Service Manager in the leadership and management of a multi discipline team to effectively manage, develop and deliver the highway management duties and policies of the City Council. 

The role provides expertise and management of the MTE & Systems, utilising advanced levels of IT, highways camera enforcement infrastructure and technology in the delivery of moving traffic enforcement under part 6 of the Traffic Management Act 2004.

We are looking for a proactive and efficient individual, who can put citizens and customers first and work with a range of internal and external stakeholders. They must also be organised and have excellent communication skills to ensure that the outputs of the service area are maintained to professional standards.

About You

The ideal candidate will have:

Be able to line manage senior and technical officers in the Moving Traffic Enforcement Control Room and support the use of Highway Systems within the Service Area reporting to the Service Manager and Head of Service. To lead in developing and implementing policies and strategies and provide bespoke reports on performance and finance for senior management. Ensure that the Highways technical infrastructure operates effectively, efficiently and to a high-quality standard, utilising all resources, within the allocated budget and achieving excellent service delivery. To provide specialist expertise and knowledge on ANPR traffic enforcement for training and professional supervision of colleagues in the service area and working with other areas to ensure systems operate in a cohesive and seamless manner and to give technical and professional advice to the Authority and Partners where appropriate. To contribute to setting and monitoring service performance against SMART objectives, financial and operational targets. Undertaking procurement for projects, ensuring the preparation of contract documentation for the purpose of tendering and delivering works to deliver best value. To consider and anticipate the impact of new government legislation/policies on the delivery of the service taking immediate action where necessary to prepare for the future through service change processes. Compliance with the departmental and service protocols and procedures for commissioning, management, and the implementation of highway projects and traffic schemes including preparation of tenders, assessment award and management of procurement of services.
