Job summary

An exciting 12-month secondment opportunity has arisen fora new Cardiovascular Specialist Lead to work across Gloucestershire to supportour ambitions around the management and prevention of Cardiovascular Diseaseand the priorities outlined in the NHS Long Term Plan. The role will provide clinicalleadership and drive forward the development of a whole system approach toimproving the detection and management of CVD risk factors acrossGloucestershire.

Main duties of the job

The Circulatory Clinical Programme Group has recently developed afive-year delivery plan with a focus on CVD prevention and management. Tosupport this, funding has been approved to support the implementation of a CVDMOU with primary care, and blood pressure was identified as an exemplar themeacross the Integrated Care Partnership. Given this focus, it is anticipatedthat this role will work with our CVD GP Clinical Leads to provide clinical andstrategic leadership to the project team including PCN based CVD Champions,support on the development and implementation of all clinical and qualityimprovement aspects of the plan, as we work towards meeting the needs of thepopulation.

The proposed term of the secondment is for 12 months at 15 hours perweek. The role is a hybrid role withsome home working and an expectation that the successful candidate will also beable to work from the ICB office at Shire Hall, with some visits toPCNs/Practices across the county.

Job description

Job responsibilities

The Clinical Lead is responsiblefor clinical leadership, engagement and influence to develop a whole systemapproach to improving the detection and management of CVD risk factors acrossGloucestershire.

This post is designed andadvertised with the purpose of providing clinical leadership and direction tothe delivery of the CVD MOU and the ambitions of the Circulatory CPG, as wework to redesign the pathways and services on offer across Gloucestershire.

Ability to deliver excellent written and verbal communication to a variety of different audiences. Ability to persuade, influence and negotiate with senior management teams of the respective merits of different options, innovation and new opportunities. Ability to contribute to the presenting of complex and sensitive information to large and influential groups/customers. Ability to receive highly complex, sensitive or contentious information and to communicate and negotiate with senior stakeholders and customers on both difficult and controversial issues. Advanced keyboard skills.

Autonomy

Must be able to prioritise own work effectively and be able to direct activities of others. Ability to work on own initiative and organise workload, allocating work as necessary. Ability to make decisions autonomously, when required, on difficult issues. Experience of researching best practice frequently (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation) support the most appropriate interventions. Professional calm and efficient manner. Must be a car driver with a valid driving licence or have access to transport with appropriate business insurance in order to travel the to meet the needs of the service. (The post holder may need to travel extensively in Gloucester with occasional travel to regional or national meetings).

Qualifications

Essential

Educated to a degree level in a relevant scientific/nursing/allied health/pharmacy discipline. Registered HCP with Licence to practice. Demonstrable evidence of continuing professional development (CPD). Advanced understanding of holistic care and management of CVD risk and prevention. Advanced/expert clinical skills in specialist field.

Desirable

Registered as a clinical professional ( GMC, NMC, GPhC). Experience of working in a wide variety of primary care service delivery environments. Extensive clinical knowledge of CVD risk and prevention. Ability to think strategically, while understanding the operational impact of options. An in depth understanding of the relevance of health care provision community, mental health and secondary care. An understanding of the implementation of evidence based medicine in service development. Awareness of the clinical governance agenda in general practice and secondary care.

Experience

Essential

Experience and knowledge of national organisations, agendas and developments (NHS England, NHS Digital). Proven ability to engage effectively with a broad range of stakeholders within and outside the organisation (including staff, patients and carers).

Desirable

Experience of working within primary care setting.

Analytical

Essential

Able to interpret highly complex sets of information (including service activity and trend data, patient experience, policy and best practice information as well as relationship-based information) and develop a range of options. Willingness to contribute to well-balanced, succinct reports and business cases. Able to demonstrate sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate.

Desirable

Ability to develop, maintain and monitor information systems to support innovation initiatives.
