Brief Description

We’re looking for a project operations interface manager within the Western route operations team. This is a unique and really important role which identifies, develops and delivers operational solutions to renewal and enhancement projects by liaising with teams that design, build and operate the railway network.

It’s a really exciting time for Network Rail’s Western route. The Elizabeth line is fully up and running to the east of our network. We’ve recently finished a multi-million pound resignalling programme for Devon and Cornwall, digitising the signalling system to improve the reliability and safety of the railway for passengers and freight customers. The HS2 Old Oak Common station will be based on our route which is said to be the largest new railway station ever built in the UK and will have a huge impact on the east section of the Great Western Main Line.

The project operations interface team is the central and crucial link between everyday operations and the project / programme teams. They make sure that the operational elements are at the forefront of any enhancement projects that take place on Western route. Has the project team thought about bi-directional signalling? Do we need to do new risk assessments for signallers? These are some of the many things you’ll need to think about and work with the project team to find solutions. It sounds like a huge responsibility, doesn’t it? That’s because it is But it’s also really rewarding, knowing that you’ve made a huge contribution to the safe and reliable running of the railway for passengers and freight customers.

This is a highly visible role within the operations team and the Western route, so we’re looking for someone with proven strategic leadership experience, great communication skills and an extensive operational background. You’ll be leading a great team, with colleagues from a range of backgrounds within the railway industry – so you’ll need to be able to support, motivate and lead these people to achieve their personal and professional goals.

You’ll also need to be collaborative, adaptable and able to develop working relationships with our internal and external stakeholders, regardless of their level in the organisation. In return, we’ll continue to support your personal and professional development through industry-recognised training, mentoring and in-house courses. 


About the role (External)

A snapshot of the responsibilities:

Every day will be different, but you can expect to be involved in the following activities:

1. Provide a professional, first class, consistent and effective operations expertise service to sponsors and project / programme teams in accordance with Railway Group, Network Rail company standards and guidelines.

2. Lead, develop and manage a team of technical professionals, to support the delivery of the route and business objectives, providing direction, motivation and leadership.

3. Signing off that each phase of the major project / programme of works is operationally feasible on behalf of the route throughout the GRIP lifecycle.

4. Lead the development of the operational requirements during project development including review and acceptance of key project products e.g., operations and control strategy.

5. Lead and oversee all necessary modelling of proposals affecting the route in order to confirm the most appropriate solution is selected to deliver business requirements.

6. Lead for the route in managing the ergonomic and efficiency requirements of the major projects / programme of works in regard to all operational matters.

7. Lead the production of operations risk assessment to inform the process for commissioning plans and stage works for major projects or programmes associated with regions including any special working arrangements for engineering or other works, to successfully deliver project objectives.

8. Lead the review and acceptance of documentation to verify that all necessary operational requirements have been accommodated and that risk assessments have been undertaken and reviewed to check that relevant operational principles are complied with and all necessary operational and maintenance requirements can be met.

9. Manage the production of instructions for approval by regions and the preparation of expert subject material in connection with the project / programme for application for derogation or temporary non-compliance to normal operating or maintenance standards by suitable and sufficient risk assessment.

10. Participate in project/programme related Committees on behalf of regions, dealing with operating recommendations for projects arising from them.

11. Provide detailed input for compilation of the Business Plan, including identification of efficiency improvements deliverable through projects and programmes.

· Member of a relevant professional institution or equivalent experience

· Significant successful experience in an operational role

· Able to demonstrate in depth knowledge and previous experience of applying relevant standards and procedures.

· Able to demonstrate in depth knowledge and previous experience of applying operational procedures and practices in a working environment.

· Able to demonstrate detailed knowledge of operational and signalling principles.

· Able to demonstrate knowledge of risk management and QRA techniques.

· Able to demonstrate knowledge of health and safety management and compliance management processes.

· Understanding of business management processes and techniques

· Understanding of other functional disciplines

· Able to demonstrate excellent interpersonal, influencing, communication and organisation skills.

We would also like, but it isn’t crucial to have/to be:

NEBOSH Certificate in Operational Safety and Health

Knowledge of modelling techniques appropriate to regions

Membership to a relevant professional association (for example Institute of the Railway Operators)
