Role Purpose:
As the Portfolio Manager, you’ll play a pivotal role, reporting directly to the CPS Transformation Director. You’ll spearhead the strategic planning, management, and execution of the dynamic M25 Dartford Crossing integrated works portfolio. This exciting opportunity covers all Connect Plus (CP) and CPS workstreams, including Asset Lifecycle Renewals, cutting-edge (M&E) Assets, Improvements, and forward-looking Planned Maintenance initiatives.
The optimised integrated planning will aim to share roadspace across portfolio programmes and maintenance operations and develop holistic risk management plans to manage the potential impact of change to ensure delivery certainty of the agreed asset management plans.
Job Description:
The Dartford Portfolio Management Role comprises:
Support CPS Transformation Director to deliver the new CPS operating model at Dartford. Develop strategic integrated planning, management and execution of the Dartford AMFP works portfolio for all CP and CPS workstreams and CPS Planned Maintenance. The optimised integrated planning will aim to share roadspace across portfolio programmes and maintenance operations and develop holistic risk management plans to manage the potential impact of change to ensure delivery certainty of the agreed asset management plans. Oversee design, procurement, and project plans, to ensure that all activities are appropriately organised to deliver project objectives and working with other business leads, are appropriately resourced to deliver the required outcomes. Contribute to the development of robust cost profiles identifying key risks and quantifying resource requirement. Identify and evaluate emerging risks, issues, interdependencies, and constraints associated with the project, escalating where appropriate. Where necessary develop, agree and implement solutions to overcome these. Develop and maintain strong collaborative relationships with key internal and external stakeholders including but not limited to CPS Transformation Director, Asset Management team, Portfolio Management team, Commercial team, Head of Delivery, Dartford Service Delivery Manager, CP and National Highways (NH) as appropriate, to ensure full mutual understanding of the Dartford Portfolio delivery objectives. Develop regular reports on and review project performance for CPS SLT, and to agree solutions as appropriate to ensure programme delivery. Review the performance of Framework Contractors and Designers as appropriate, to ensure that project objectives and requirements are clearly understood, setting clear expectations for accountability; and appropriate remedial action is taken where necessary. Support the delivery of the business’ sustainability activities including net zero and biodiversity net gainAccountabilities:
The Dartford Portfolio Management Role objectives are:
Develop integrated Dartford Portfolio asset management planning process by January 2025 to ensure prioritised AMFP work packages are delivered within cost and timelines Working with other business teams, ensure there are robust resource plans that consider the capability and capacity requirements to deliver the in-year AMFP Dartford plans. Working with CPS Procurement Manager and Engineering Manager, identify where changes to the supply chain and engineering design forward pipeline is required. Implement the Dartford Integrated Steering Committee initiative by January 2025 Holding workstream leaders and framework contractors/consultants accountable and closely monitoring delivery performance and risk against our Strategic Business Objectives, contractual obligations and prepare exception reporting. Ensuring delivery issues are regularly communicated to the CPS SLT, including proposed measures to mitigate potential delay including the long-term financial model and resulting annual budget cycle. Risk: Collaborate across interfacing teams to identify, verify and quantify existing holistic risks that could affect Portfolio delivery CPS Transformation: Support the implementation of new CPS operating model at Dartford commencing September 2024 and completion by April 2025, including definition of roles and responsibilities. Asset Service and Operating Specifications (ASOS): working with Service Delivery O&M teams, implement plan and ensure the development of the Asset Maintenance Management Plan and definition of data capture and valuation requirements by July 2025. Dartford Estate improvement: Oversee the Dartford Estate improvement Masterplan and report back to JV Board by April 2025 Centre of Excellence for Tunnels: Develop the Centre of Excellence initiative with CP and NH Tunnel Cyber risks: collaborate across business lead to assess and collate Tunnel Cyber risk management/mitigation scenariosWho we are looking for:
Chartered status with a recognised and relevant UK institution. Experience of complex Portfolio Planning and Delivery of multi-disciplined construction programmes A strong influencer and collaborator, with a ‘can-do’ approach and experience of managing multiple stakeholders’ relationships and evidence of negotiating skills to influence positive outcomes Commercially focused and contractually astute, to drive project performance and ability to manage contracts and contractors to deliver certainty and to outcomes Personal resilience to deal constructively with conflicting priorities and setbacks. Location:
This role is available part time, job share or full time, and we endorse flexible working. This is because we want the best people for our roles, and we recognise that sometimes those people aren’t available full time.
Based at CPS Dartford offices with visits to other depots or offices at Leatherhead and South Mimms as necessary. Overnight site working may be required.
CPS currently has a requirement for all employees to work from CPS office on average 60% in a typical week.
