JobSummary:

Towork under the direction of the Safer Communities Operation Managerin the Safer Communities Service to ensure the effective andefficient running of the licensing service and discharge theCouncil s statutory duties in respect of a range of licensingfunctions and to serve the Council its Committee Members andOfficers.

Theservice is responsible for administering and enforcing a variety oflicensing registrations and permit regimes including those relatedto alcohol entertainment and latenight refreshments; gamblingpremises and lotteries; animal establishments scrap metal andmarriages.

KeyDuties/Accountabilities:

To administerapplications for the grant renewal transfer and variation of avariety of licences registrations and permits utilising appropriatesystems and databases for recording information accurately andtimely in accordance with set procedures and GDPRrequirements.

To liaise withvarious external and internal departments and agencies includingpolice fire service planning public health etc. to ensure thatapplications are considered and administered as to promote licenceobjectives.

To conductinterviews and investigations in order to support the licensingregimes and to undertake enforcement where breaches areidentified.

Tocompile reportsstatementsschedules etc.for considerationof licencedeterminationsprosecutionssimple cautionssuspensions andrevocations inaccordance withestablishedprocedures in some casesleading to the presentation ofevidence in courtor licensinghearings.

To beresponsible for managing Licensing team finances; monitoring andtracking all incoming payments and fees information and recordingaccurately to ensure a clear audit trail of incoming and outgoingfunds.

EssentialExperienceRequired:

Minimum of 2years experience within the Licensing Team of a localauthority.

Practicalexperience of enforcement of licensing law relating to licensing ofGambling premises regulated entertainment sale of alcohol andlatenightrefreshment.

Experience ofprocessing licence applications from receipt to grant and workingto statutory timescales andregulations.

Experience ofdrafting reports for committees and hearings as well as statementsfor legalproceedings

Experienceof workingin abusy demandingservice andcapable ofeffectivelyorganising andprioritising ownworkload toensure themeeting oftargets andstatutorydeadlines.

EssentialQualificationsRequired:

Possession ofrecognised qualification(s) related to local authority licensingfunctions e.g. Certificate of Higher Education in Licensing LawInstitute of Licensing PractitionersQualification.

Enhanced DBSRequired.
