Job summary

An exciting opportunity has arisen for a fixed term 2 year role as a senior clinician with systems implementation experience, this role is to provide a bridge between clinical stakeholders and colleagues within the DDaT project team(s).

As the intermediary, this role will provide clinical insight to the project team and validate the proposals impacting clinical processes and patient care. The post holder will provide clinical leadership; championing sustainable clinical process change.

This DDaT Clinical Change Manager role will have substantial nursing and management expertise, being a Registered Nurse/ midwife with a keen understanding of national and local nursing strategies, policies and best practice.

Main duties of the job

With experience of working within a project team to implement clinical information systemswithin an acute hospital, to work within the IM&T Programme Delivery team to implement systems and the supporting processes. As a senior clinician with an appreciation of clinical and operational settings, to guide departments/team managers through business change and transformation; performing impact analysis and planning of the new systems and technologies; and assessing changes to their processes, organisation and information (electronic and paper reporting). With good experience of business benefits realisation within a project environment: To be the owner of project benefits realisation documents (from benefits identification, analysis & planning, to transition and realisation). Towork with local benefit owners (who work within a department) to ensure that systems are in place; practices and cultural changes are imbedded to enable benefits to be realised.

Job responsibilities

Communications & Relationship Skills

To utilise highly developed communications skills to deliver presentations, written and verbal communications, sensitive to the target audiences. With highly developed negotiation and conflict management skills, to ensure the best outcomes are achieved for the Trust, its patients and staff. This is a key skill for a role introducing change, where change may be perceived as a threat. To build strong relationships with the Clinical Chief Information Officer (CCIO), the DDaT Strategic Change Consultant, and the Nursing Director (and team), to ensure that the post holder relays current thinking and future clinical strategies within the DDaT project(s). To develop internal and external networks with peers to share good practice. To represent DDaT project(s) within Trust, Care Group, and Departmental meetings, ensuring clear and positive communication flows between Trust areas. To receive highly complex information then to communicate this clearly and concisely to clinicians, managers and other groups of staff across the organisation. To use effective communications to build the engagement, understanding and commitment of to the project from clinical stakeholder groups (wards, departments, multi-disciplinary groups). With excellent listening skills, to capture user business and clinical requirements, which is a key input into a solution design phase, and to lead clinical colleagues towards a consensus and clinical sign-off of plans, policies and procedures. As a skilled communicator, to ensure clear communications with fellow project team members and DDaT colleagues (Informatics, Applications Support etc). Throughout the project delivery phase, to regularly provide updates and forecasts to the project manager, for areas of responsibility. Analytical Skills To use strong problem solving skills and techniques for a range of problem types: process, technical, financial, and softer skills areas, so needing to be highly articulate and numerate. To collect, analyze and document the business requirements together with existing and new clinical processes. The post holder must assimilate clinical information in a complex and rapidly changing situation. Throughout the project to identify and analyze clinical risks, enlisting the appropriate clinical and DDaT colleagues to agree on risk management strategies. Working with the project team to assess business requirements and current processes, against the software capabilities and processes options to achieve a solution design covering Configuration of the systems Supporting processes Additional requirements such as reporting and information migration Resolutions for gaps in software capability (altered processes, changed configuration, request to supplier for change). Development & Innovation of Information Systems Provide clinical advice when investigating various new technological devices and how they may impact on clinical staff. To provide advice to clinician managers regarding options for systems adoption ensuring that they understand the impacts, benefits and risks associated with each option. To oversee user acceptance testing (UAT) for a project, developing UAT plans, ensuring the appropriate scenarios are tested to agreed priorities and that the right clinical and operational staff are involved in the testing. To perform system and UAT testing as required, using an in depth knowledge of the systems and the associated clinical processes. To assess a systems go live readiness and achieve sign off from relevant clinical stakeholders. In particular, to be the owner of the projects Benefits Realisation documents, from benefits identification, analysis & planning to transition and realisation. For benefits realisation, to capture and track anticipated (and unexpected) benefits. Measure progress, through capture of baseline statistical and non-statistical information. Design reporting for capture and presentation of key information to project board and other forums. To assist configuration analysts as required, with systems configuration and configuration testing. Planning and Organisational Skills

For each project

During Project Initiation phase, to work with the project manager for project planning; providing input relating to business change, communications, stakeholder management, user acceptance testing(UAT), transformation and benefits realisation. To assist with project estimates for time, costs and resources relating to areas of expertise. Work to deadlines and complete agreed deliverables to the quality standard and timescales agreed within the project. Detailed planning and organisation of UAT phase. To anticipate and plan for operational changes to business as usual staffing profiles for clinical and operational staff. Once a project has delivered the planned outputs/capability, to continue to work with the clinical stakeholders to realise the anticipated benefits (which may continue for a considerable time). Plan for formal reviews of performance against plans. Patient Care To demonstrate specialist clinical knowledge and apply this to the decisions regarding patient care and safety. Present and participate in the development of Trust systems in accordance to Nursing & Midwifery Council (NMC) standards and other professional standards. Ensure patient confidentiality in accordance to NMC Code of Conduct and Data protection Act/Caldicott Guidance. Demonstrate patient advocacy when appropriate. Throughout the project phases, to identify and analyze clinical risks, enlisting the appropriate clinical colleagues (medical & allied professions) and DDaT colleagues for management of those risks.

Policy

To adhere to policies, procedures and guidelines that govern practice at national and local level. To oversee monitoring of adherence to policy and procedures working with responsible managers. With an in-depth knowledge of healthcare workflows & underlying business requirements to be responsible for the development of new policies and procedures relating to specific projects.

Financial

To work with clinical, operational, finance colleagues to forecast benefits (financial and soft benefits) and to track and report upon the progress towards full realisation.

Management Structure

Managerial reporting line to the Associate Director of DDaT, Programme Delivery and 3rd Line Support. Professional Reporting line to an Assistant Director of Nursing. Project reporting to either the Programme or Project Manager. To report within the appropriate structure when working on out of hours call rota for DDaT or Nursing.

Decision Making

To assess complex scenarios and lead on decision making in relation to Systems configuration for clinical users Clinical processes Clinical devices Change management Benefits management Having reached a consensus among clinicians, to make related decisions that represent that groups consensus. To take responsibility for personal decision making and review outcomes in order to refine and develop clinical practice. Working within wider project plans, to plan and organise own work on day-to-day, week-to-week and month-to-month basis. To review and sign off training material for a project in advance of training delivery. To gain sign off from clinical user for UAT. To assess readiness and gain sign off from users for go live for a new system and processes, and to represent the users decisions (and criteria). To assess complex issues and facilitates decision making. The DDaT Programme Delivery Team also provides a 3rd Line Support Service (software solution expert advise), for problems with production software systems. On occasion, to provide ad-hoc support and advice during working day. To provide on-call DDaT cover out of hours, as part of an existing rota. This will use the systems and business knowledge. For 3rd line support of live systems, to represent clinical priorities and draw upon the appropriate clinical colleagues, to make decisions regarding system down time and workaround processes. Liaise with EPR system suppliers to represent the Trusts issues or requirements.

Teaching and Training

To work with DDaT training colleagues to develop training material, developing their clinical knowledge and ability to deliver successful project training across a wide range of users within the Trust. Where appropriate teach and coordinate other project team members and clinicians who closely involved with a project implementation. Prior to and follow a release of a new system and processes to clinical users, to be on the ground giving support, guidance, and in-situ training to end users; resolving issues and making decisions regarding interim workarounds. . Personal development To take responsibility for maintaining own personal development plan, appraisal timetable and supporting documentation. To pro-actively seek the feedback of others. To keep abreast of national and local nursing (and wider clinical) strategies, policies and best practice.
