We are looking for a skilled, enthusiastic and motivated Programme Manager, withexperience in benefit managements across digital portfolios and with a provenhistory of delivering digital enablers in the care sector.

Main duties of the job

This is an exciting opportunity in which:

You will become a key member of the ICB Digital team, Providing Programmeleadership to the ICS Shared Care RecordTeam

You will ensure the successful delivery of dataconsumer and data providers across the ICS partner organisations.

You will deputise for the ICB Associate director of Digital and Head ofDigital where appropriate

You will ensure that benefit profiles are developed against individualuse cases and ensure that benefit realisation is being monitored

You will represent the ICB Shared Care Record team at local, nationaland regional level

Youwill build strong inter-organisational relationships

You will be required to establish excellent workingrelationships with ICB staff at all levels, with colleagues across the NHS andwith wider partners, ensuring effective systems for ongoing, two waycommunication are developed and maintained.

You will need aflexible approach to ensure effective delivery of the programme and be expected to be able to workto tight timescales within an environment of conflicting workload demands.

You will need to work in a smart and agilemanner with travel across the ICB footprint will be required. You will hold avalid driving license and have access to your own vehicle

Job responsibilities

The key functions and responsibilities of the Shared RecordConsumer Project Manager are:

Daily ShCR deliveryteam management (day to day) and leadership of overall programme direction withengagement and input from ICB SROs This will involve managing theworkload and allocation of work and the supervision of staff employed bycontractors.

Lead the preparationof programme governance meetings and reporting including HNY Delivery Board,daily stand ups

Lead the approach andmake recommendations to SROs on prioritisation of projects within theprogramme

Act as ICS maincontact for EPaCCs BAU function

Represent HNY atInterweave governance engagements

Lead the ICS levelstakeholder engagement requirements: prep and delivery of presentations toHumber and North Yorks digital forum (LDR & DTC), YHCR Delivery BoardReports compilation and other adhoc presentations at programme level

Maintain good communicationsand engagement with organisational level exec sponsors and maintain goodawareness of progress of projects within the portfolio

Manage the programmerisk and issue escalation requirements and maintain all programme level logs

Support SROs withprogramme level communications and presentation materials as required

Provideregular progress, highlight and escalation reports as part of the establishedprogramme governance structure.

Be anambassador for digital services and delivery.

Oversee themanagement and delivery of a highly complex portfolio of projects that fallwithin the HNY shared care record programme.

Lead on the governance and reporting relating to the programmewithin the established structures, including (but not limited to), monthlyprogramme board reports and ICS stakeholder governance meetings, bi-monthlyreporting to NHS England.

Manage relationships with a complex array of key stakeholdersincluding ICB digital and operational leadership, ICB and Interweave domainleads (for example, for IG, cyber security, data standards and clinicalsafety), clinical and digital teams within partner organisations,central/policy making organisations ( NHS England, PRSB) and key local andregional groups (such as the LMCs).

Operate with a high degree of empowerment and autonomy withindefined spans of authority.

Develop key internal and external relationships, workingindependently and within a wider team with a flexible approach.

Communicateacross HNY ICS meetings around shared care record strategic and operationalplans and status.

Lead onthe production of key communication materials associated with the programme,including the promotion of projects via appropriate channels.

Engagewith key stakeholders at ICS, digital, service, and organisational level toensure their support for and involvement in your portfolio of projects.

Ensure that all communication and liaison with internal andexternal stakeholders is effective, responsive and sensitively managed andadheres with legislation, policies and procedures.

Create and deliver presentations to key members of staff inrelation to specific projects, as required, addressing concerns and dealingwith conflicting opinions.

Provide Management & Leadershipfor Shared Care Record Project Managers & other associated resources

Create multi-yearproject plans enabling the delivery of the long-term priorities for the Sharedrecord programme cross the ICS partnership. The programme works beyondthe traditional organisation boundaries having an impact across the across theHNY system.

Monitor and regularlyreview each project plan milestone to ensure it is delivered on time and withinbudget. Determine, with workstream delivery leads and other stakeholders, theactions that need to take place if there are concerns about project milestonesbeing achieved.

Ensure that agreedrobust change control procedures are implemented and are actively used toassess the effect of any change to the workstream and the wider programme, interms of cost, timescales and resources.

Identify project and programme risks and issues andescalate these appropriately within the established governance framework andwith senior digital leadership where appropriate.

Support the identification, development andimplementation of shared care record projects.

Ensure that anyadverse programme changes and their impact are reported to the relevantgoverning committees within the Trust and that corrective action andcontingency planning are taken where necessary.

Ensure that the linksbetweenthe shared record and other ICS programmes are effectivelyfacilitated and any potential conflicts are resolved.

Ensure that all ICSand Programme Policies and Procedures which relate to each project are adheredto.

Critically evaluatethe process and outcome of each project documenting and sharing lessons learnedto inform future delivery.

Monitor and interpretnational guidance for the delivery of shared care records and service provisionand support with the implementation of appropriate policy and servicedevelopments within the shared care record programme.

Ensure that eachproject within your portfolio reflects the requirements of current professionalguidance, standards and best practice.

Generate new ideas, bring forward ideas for change andactively design and develop the system configuration to improve the delivery ofYHCR consumer projects.

Participate inregular supervision and annual appraisal, setting personal objectives with yourline manager.

Take responsibilityfor own professional development, identifying individual training and educationneeds and undertake relevant mandatory training.

Undertake researchrelevant to each project, analysing the highly complex facts surrounding the digitalagenda and evaluating the range of options available before makingjudgments regarding its appropriateness for integration into each project

Ensure that allinformation is gathered, stored and disseminated in line with the ICSsInformation Management policies and procedures.

Ensure that allwritten and electronically stored information is accessible only to authorisedpersonnel and is stored in accordance with the Data Protection Act.

The post holder will be required to demonstrate:

Doesthe post holder come into contact with patients face to face, over phone?

Onlyvery rarely. The only time that the post holder would come into contact with apatient/patients would be as part of a controlled stakeholder engagementexercise, for example, attending a Patient Representative Group meeting todiscuss the shared care record.

Additional :

Manage and prioritise own workload.

Prepare documents from copy includingcorrespondence and reports and ensure distribution. This will include the useof a variety of computer packages.

Ensure all urgent and/or confidentialcommunications are received and distributed to relevant parties in a timelymanner.

Collate and check information as required,including research and preparation of relevant information for all meetings asrequired, operating an effective bring forward system to assist in thisprocedure.

Ability to liaise, collaborate co-ordinatewith other professionals and partnersacross the system to facilitateworkstreams in a resource effective manner.
