Job Description

3 months contract with a Local Authority

Job Summary:

·        Manage a team of development, Principal Project Managers, Project Managers and Development Officers to deliver a portfolio of large-scale and complex new build projects with a value in the region of £750m.

·        To support the Heads of Service and the Director of Housing on service policy & strategy development.

·        Responsible to Heads of Service and the Director of Housing for achieving agreed performance outcomes and standards, which will be reviewed at least, on an annual basis.

·        To review each scheme and ensure there are adequate resources for effective delivery and risk mitigation. To report to the Heads of Service and take appropriate action to ensure that the project team has all the necessary skills and experience to deliver the respective scheme.

·        To drive delivery and manage performance of your development team. To set milestones and targets through scheme appraisal and monthly 1-2-1 recorded meetings with your team. To take appropriate action to ensure the project meets its objectives.

Key Duties/Accountabilities

·        To manage a client team delivering large and complex new build and regeneration projects through all RIBA stages ensuring full compliance with Council and related policies and procedures and effective management of the project team.

·        Through effective team management you will be focussed on delivering results whilst driving your team and a team of multi-disciplinary consultants to achieve council targets and key priorities.

·        To deputise for the Heads of Service, within the service-specific area, in the provision of new build services, where appropriate.

·        Use your extensive development experience to motivate and support the team to enable them to perform to a consistent high standard.

·        To develop and update the new build checklist KPIs and employer’s requirements measuring the effectiveness and continuous improvement of the service.

·        Review project risks and ensure appropriate risk mitigation strategies are in place.

·        To identify and appraise sites which may be suitable for development/ redevelopment or reconfiguration in liaison with other teams as appropriate to secure support for proposals.

·        To lead on the development of major estate regeneration and other large scale new build projects or those that considered to be commercially or politically sensitive.

Essential Experience Required:

·        Experience of managing substantial budgets, undertaking complex financial and development appraisals, and attracting external funding to support residential development and regeneration projects is essential.

·        Experience of managing large complex development or regeneration programmes is essential.

·        Demonstrable experience of leading multi-disciplinary teams in a housing or related area within the public or private sector to deliver successful outcomes is essential.

·        Experience in affordable housing funding mechanisms, including GLA/HCA and local authority policy and investment frameworks is essential.

Essential Qualification Required:

·        A Project Management qualification or other relevant professional qualification in a housing related subject and demonstrable experience of working in a management capacity with housing development or a development related field is essential.

·        Working hours: 35 hours per week.
