Brief Description

As part of the Engineering Division at Network Rail's Southern Region you will be responsible for:

Translating the functional specification into the detailed requirements of the system specification for allocated projects.  Checking that requirements are correctly defined, proposals are able to be constructed, timely system acceptance is supported and systems integration is achieved.  Providing regional oversight and technical guidance and input for Common Safety Method (CSM), Interoperability (RIR) and Railway and Other Guided Systems (ROGS).

About the role (External)

Key Accountabilities 1.Develop clients’ requirements into requirements definitions and work scope remits that address system engineering requirements (including design integration, verification and validation requirements and capability statements) and focus on the achievement of project and Network Rail goals.2.Assist project teams to provide an effective interface between the owners of the functional specification and the engineering team. Undertake assurance checks to confirm that the outputs from the system specification meet the requirements of the users in terms of content and accuracy and meet the required timescales.3.Review the analysis, requirements engineering, and modelling approach applied to the schemes and route sections for compliance with company standards.4.Undertake assurance checks to confirm that verification activities are undertaken throughout the design process to demonstrate that the specification is being met; including ‘Form A’ and ‘Form B’ design stages and the cross-discipline control of design change.5.Provide leadership to projects and programmes as required, enabling them to meet their obligations in Common Safety Method on Risk Evaluation and Assessment (CSM-RA) and Railway Interoperability Regulations (RIR).6.Provide leadership to projects and programmes as required, enabling them to meet their obligations in requirements management, including elicitation, verification and validation. 7.In conjunction with the Engineering Data Reporting Analyst, provide technical leadership regarding Failure Reporting and Corrective Action Systems (FRACAS) and Post-Implementation Asset Failures (PIAF) monitoring, reporting, identifying trends and implementing Regional wide improvements 8.Undertake Critical Review Reports as identified following incidents in support of the programmes and projects.9.Support projects with the application of System Engineering tools and methods such as Operational Hazard Analysis (HAZOP), Failure Modes Effects Analysis (FMEA) and Goal Structured Notation (GSN)10.Act as the main point of contact for matters associated with engineering safety management, in particular compliance with the Common Safety Method for Risk Evaluation and Assessment (CSM-REA) Regulation and the Railways (Interoperability) Regulations, and associated Railway Group and Network Rail Company standards, on all projects within the portfolio.11.Manage the interface with key internal and external stakeholders in relation to the application of the Common Safety Method for Risk Evaluation and Assessment (CSM-REA) Regulation and the Railways (Interoperability) Regulations (i.e. DfT, ORR, NRAP, SRP, AsBo / ApBo / DeBo).12.Represent projects at Network Rail panel meetings such as NRAP and SRP, seeking and obtaining endorsements as appropriate.13.Lead on the production and review of the project deliverables required to comply with the Common Safety Method for Risk Evaluation and Assessment (CSM-REA) Regulation and the Railways (Interoperability) Regulations, and associated Network Rail standards.14.Act as chair of Hazard Identification (HAZID) workshops. Job Skills, Experience and Qualifications Essential •Degree in a relevant engineering subject.•Membership of an appropriate Professional Institution (ICE, IMechE, IET) .•Experience in specification, validation and verification of relevant industry schemes.•Substantial experience in a technical development discipline within an industry employing strong systems engineering approaches, preferably involving complex high integrity systems.•Proven ability in the use of structured systems analysis and associated engineering processes and tools.•Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.•Demonstrable experience of creating opportunities for development for themselves and others/their team,•Demonstrable experience of challenging self and others to improve services and approaches.•Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.•Demonstrable ability to work proactively through complex issues. Desirable •Chartered Engineer•Demonstrable knowledge of ‘Commission Implementing Regulation (EU) No 402/2013 of 30 April 2013 on the common safety method for risk evaluation and assessment and repealing Regulation (EC) No 352/2009’ (CSM-REA) and its practical application to railway infrastructure projects through their entire lifecycle•Demonstrable knowledge of engineering safety management industry best practice, such as RSSB ‘Guidance on the Common Safety Method for Risk Evaluation and Assessment’ – GEGN8646•Demonstrable knowledge of the Railways (Interoperability) Regulations 2011 (as amended) (RIR), including full understanding of the requirements for seeking ‘authorisation for placing into service’•Demonstrable knowledge of National Technical Specification Notices (NTSNs) and National Technical Rules (NTRs)•Demonstrable knowledge of the requirements for independent assessment and compliance verification as mandated by the CSM-REA and RIR (activities undertaken by Assessment Body, Approved Body and Designated Body)•Demonstrable knowledge of the roles and responsibility of the relevant industry stakeholders, such as Office of Rail and Road, Department for Transport, Rail Safety and Standards Board, Network Rail Assurance Panel, System Review Panel•Proven experience of engineering safety management for railway projects in accordance with the requirements of CSM-REA•Proven experience of authoring and reviewing formal engineering safety management and interoperability deliverables such as: System Definition, System Safety Plan, Project Authorisation Strategy, Hazard Record, Safety Justification Report•Proven experience of chairing Hazard Identification (HAZID) workshops, adopting relevant methodologies to ensure the identification of all reasonably foreseeable hazards•Proven experience of managing Hazard Records for large railway projects throughout their lifecycle (from initial hazard identification through to demonstration of compliance with safety requirements and eventual hazard closure)•Proven experience of managing or facilitating the authorisation for placing into service of railway subsystems under the RIR, including production of matrices to evidence compliance with NTSNs and NTRs•Proven experience of liaising with independent verification bodies such as Assessment Body, Approved Body and Designated Body and identification of prompt resolution of findings
