Role Profile

Title: Chief Operating Officer (COO)
Salary: Up to £100,000 per annum, DOE
Contract Type: Full Time, Permanent
Hours: 37.5 hours per week
Location: Derby/Hybrid
Reporting to: Chief Executive Officer

Job Overview

This pivotal senior leadership role involves overseeing a diverse portfolio of funded contracts and strategic operational areas to ensure organisational excellence and growth. Leading a Senior Leadership Team (SLT), including the Director of Excellence and Director of Operations, the COO will ensure the delivery of high-quality, compliant training programmes while driving strategic initiatives.

The COO will be instrumental in operational strategy, compliance, and performance oversight across Apprenticeships, Adult Skills Fund, UKSPF, Restart, Multiply, and Skills Bootcamps. Frequent travel within the Midlands region will be required to ensure cohesive operational delivery.

Key Responsibilities
Strategic Leadership and Operational Management:
  • Translate organisational vision into actionable operational plans.
  • Drive the delivery of funded contracts with a focus on efficiency, compliance, and learner outcomes.
  • Lead the SLT, fostering collaboration and high performance across departments.
Programme Management:
  • Oversee the planning, implementation, and evaluation of training programmes.
  • Ensure alignment with regulatory standards and funding body requirements.
  • Monitor and evaluate performance metrics to achieve organisational objectives.
Financial and Commercial Oversight:
  • Develop and manage budgets for various contracts and provisions.
  • Ensure profit and loss accountability, aligning resources with strategic priorities.
  • Identify and secure funding opportunities to sustain growth.
Quality Assurance and Continuous Improvement:
  • Maintain quality assurance processes that exceed industry standards.
  • Drive a culture of continuous improvement to enhance learner and employer outcomes.
  • Collaborate with the Director of Excellence to align quality assurance with operational goals.
Stakeholder Engagement and Compliance:
  • Build and maintain relationships with funding bodies, Ofsted, local authorities, and other stakeholders.
  • Ensure all operational policies and procedures comply with legal and regulatory frameworks.
  • Provide updates to the CEO and Board, highlighting key opportunities and challenges.
Risk Management:
  • Assess and mitigate risks related to operational and funding activities.
  • Stay informed about legislative changes to ensure organisational compliance.
General Responsibilities
  • Uphold organisational policies, including Safeguarding, Prevent, and Data Protection.
  • Actively pursue professional development and training as needed.
  • Undertake additional responsibilities to support organisational goals.
Person Specification
Qualifications:
  • Essential: Level 5 qualification or equivalent.
  • Desirable: Management qualification.
Experience:
  • Significant senior-level management experience within the skills or education sector.
  • Proven success in managing multiple funded programmes (e.g., Apprenticeships, Adult Skills Fund).
  • Strong understanding of funding regulations, Ofsted frameworks, and compliance.
Skills:
  • Strategic thinker with exceptional operational planning and leadership skills.
  • Proficient in IT systems, including Microsoft Office.
  • Strong communication, negotiation, and presentation abilities.
