The post holder will be qualified and have extensiveexperience in Procurement and leading teams, preferably in Healthcare, and the know-howto combine the rigorous compliance needs of Public Sector regulations withsound commercial practice, in order to get the best possible Procurementoutcomes for the Organisation.

Main duties of the job

The Assistant Director of Procurement will report directlyto the Director of Finance for SCL and will have lead operationalaccountability for all aspects of Procurement, purchasing, inventory & materialsmanagement and systems & information.

The Procurement Department provides Procurement services andsystems to a number of NHS organisations including CDDFT. The post holder will provide leadership anddirection to the Procurement Team in the delivery of a robust service provisionto all member organisations.

With overall responsibility for developing long termProcurement strategies, policies and work plans and the delivery and assuranceof agreed key performance indicators, including efficiency targets, across eachof the member organisations, the post holder will be required to lead andimplement change in line with the Central Commercial Function (CCF) and ICSstrategies.

The post holder will be the principal expert inall aspects of Procurement related matters and is therefore expected to beknowledgeable with Public Contract Regulations 2015, the Procurement Act 2023,the Provider Selection Regime and their application within the public sectorenvironment.

Job responsibilities

Main duties of the role:

Providing strong and effective leadership and managementof the Procurement Service to CDDFT and external customers.

The overall management of the Procurement team: 51 wholetime equivalents

Lead the Procurement Service in strong and effectivemanagement of the supply chain to drive efficiencies whilst maintainingprofessional reputation externally and delivering excellent customer serviceinternally.

Developing effective supplier partnerships and relationshipstrategies.

Production and delivery of Procurement strategies,policies and procedures to ensure the service can operate in a successfulmanner.

Manage within the constraints of the Trusts individualstrategic plans and policies and effectively communicate service issues toappropriate decision makers within member organisations.

Development and delivery of operational and serviceefficiencies.

Keeping up to date with and reviewing national policy andprocurement practice, recommend change and lead on change management.

Provide all staff with sound, expert advice on UK ProcurementRegulations and ensure all Procurement activities are in line with currentlegislation and member policies and procedures.

Devise, implement and continually review Procurementstrategy to ensure innovation and improved value for money from non-payexpenditure

Develop strong relationships with key influencers acrossthe member organisations, to identify stakeholder non-pay issues and identifyand manage potential solutions by engaging with both customer and supplymarkets.

Act in an advisory capacity to staff across and within theCare Groups and Corporate Directorates to support appropriate strategy anddecision-making on non-pay, including the development of work-plans,Procurement strategy and efficiency controls.

Engage and influence key stakeholders at all levels withinthe Trust and across member organisations, ( Clinicians, Department Heads,Trust Board Members, etc.), in order to facilitate participation in identifiedProcurement activity.

Liaising with specialists such as Clinical, Legal, HR andFinance to ensure full compliance with current legislation and clinicalstandards.

Promote key relations with national departments, such as,NHS England (NHSE), Department of Healthand Social Care (DHSC), Crown Commercial Services, NHS Supply Chain, HCSA,Atamis, Advise Inc and commercial partners.

Prepare regular Board reports using bespoke andnon-bespoke software, developing, maintaining and further developing KPIs inconjunction with member organisations.

Investigating and implementing recommendations and actionsrelating to Procurement internal and external audit reports.

Attend Senior Management Committees/Working Groups and willchair the Procurement Senior Management Team Meetings.

Attend Procurement national and regional forums whereappropriate.

Experience

Essential

Experience of leading/ managing Procurement in a senior leadership position in a large public or private organisation -Evidence of applying advanced organisational skills to deliver complex organisational tasks -Proven track record of delivering operational services at managerial level for a minimum of five years -Experience of working across a variety of Procurement specialities/categories -Experience in supervising/training and managing staff and dealing with complex staffing issues -Proven ability to motivate a team -Proven experience at developing and managing within a complex Procurement environment at a Senior Management level that demonstrates expert knowledge in: -Comprehensive knowledge and experience of Public Contract Regulations 2015 and its application - knowledge of the Procurement Act 2023 and the Provider Selection Regime -Proven experience of managing large, complex procurement programmes that cut across a variety of stakeholders. -Proven experience of developing commercial contracts that provide benefit (include financial) to the organisation. -Ability to work effectively in partnership with customers, colleagues, boards and stakeholders. -Effective Resource and budget management. -Staff development and mentoring. -Proven experience of delivery year on year on strategic targets and objectives.

Evidence of continued professional development.
