Temporary role-asset management and development MRICS

A large and busy property services team within a local authority has the need for interim support.

As a Senior Asset and Estate Surveyor, you will be involved with
Asset Management of a wide variety of Council property:- direct management of offices, industrial units, houses and schools, libraries, museums, residential homes, day centres, depots and other Local Authority type properties. This will include instigating the service of notices; negotiating leases or tenancies; instructing Solicitors, liaising and negotiating for completion the necessary legal agreement; instructing building surveyors and engineers and negotiating dilapidations claims and payments.
Specify, procure, and manage a contract for the provision of specialist rating advice in relation to the non-domestic rating liabilities payable by the County Council, ensuring a check and challenge of all assessments deemed to require an appeal to the VOA. Mitigation of rates liability for vacant properties is also to be continually monitored and scrutinised to reduce the County Councils liabilities where possible.

Act as Project Manager in developments by third parties or on Council land and negotiation of joint use arrangements. Prepare correspondence including items of a technical nature and issue instructions/orders to Client departments, including the County Solicitor.Collect, collate and draft reports and briefings, including those of a strategic nature.
To provide an effective and efficient service for the Council and other relevant customers in the areas of managing development projects for the investment programme:Be responsible for projects and programme status reporting, performance analysis and information for senior management. Commissioning of property related consultancy, construction and services from internal and external suppliers for the investment programme Assisting in the development and delivery of the Council’s strategy for commercial land and buildings, balancing risk, rental income and generation of capital receipts.
Prepare reports for the Commissioning, monitoring and routinely report on property related capital programmes and budgets, in conjunction with Corporate Finance and Strategic Property Services and aligned to the IILP. 
  In the absence of the Commissioning Manager – Estates:  Delegate and supervise the work of the Commissioning - Estates Team.  Obtain a thorough working knowledge of delegated powers and financial regulations in order to advise staff and property representatives or service departments as necessary.

What you'll need to succeed 
.QualificationsDegree or equivalent in Land / Property Management (or similar).Full Membership of Royal Institution of Chartered Surveyors- MRICSExperience In
Significant experience in the disposal of a wide range of land and property, both leasehold and freeholdSignificant experience in Landlord and Tenant matters, including law, principles, negotiation, valuationSignificant experience of co-ordinating development of commercial schemes from start to finish
Significant knowledge and experience in dealing with the appointment and monitoring of external agentsStrong track record of relevant Local Government experience and liaising with different services, e.g. social services, education etcSignificant experience in valuing a broad range of different types of propertyGood knowledge of construction mattersWhat you'll get in return 
This is INSIDE IR35 and is a contract for 3–6 months initially. Weekly pay. Day rate. This role is mainly WFH with the expectation of either 1 day a week or 2 days a fortnight in the office.
