Job summary

An exciting opportunity has arisen for a Governance and General Manager to join Public Health Wales working within the Operations and Finance Directorate.

The role is a key role within the Directorate and provides an opportunity for the individual to provide leadership and management within an essential and expanding area and to be involved in supporting a number of projects across the organisation, working closely with other general managers across the Trust.

The post holder will support in the strategic and operational planning and management of the Directorate. The post holder will work with other Public Health Wales' enabling functions, business and planning leads and Divisional Directors to identify best practice and be a member of the directorate's senior management team. .

The role will develop and implement coherent ways of working across the Directorate to ensure delivery of business performance targets including budgeting, prioritisation of work, agreement and the allocation of resources. As part of this process, the post holder will be required to lead and support specific directorate wide projects including development of the business function. This post works closely with and supports the Deputy Chief Executive/Executive Director and Divisional Heads and, therefore, the post holder will need to build strong relationships with senior staff across the Directorate, wider Public Health Wales and key stakeholders within and external to NHS Wales.

Main duties of the job

To be considered for this role we are looking for an individual with experience of working at a senior management level in the NHS, leading, managing and developing a high performing team of people and experience of leading a business planning function with performance management and budgetary control.

Key responsibilities include-

o Provide leadership in the development and implementation of a business planning cycle within the Directorate which meets the requirements of the organisation, leading the integrated planning process and engaging directly with service teams within the Directorate

o Ensure robust systems are in place for budgetary control, financial and workforce planning

o Provide leadership and management of integrated medium term and annual operational planning for the Directorate, including supporting the SMT in the development of plans aligned to strategic priorities and identification and allocation of resources

o Manage and support the embedding of a quality service and improvement culture across the Directorate.

o Ensure that the Directorate contributes to the development of the desired organisational culture by encouraging local initiatives and solutions across Divisions

o Develop and manage a modern and effective business management function for the directorate building on best practice to ensure quality of delivery and consistency of approach.
