This is an exciting opportunity for an outstanding financeprofessional to join a growing and evolving management accounts team. We have aDeputy Management Accountant post that will be pivotal in supporting Dorset ICBwith accurate and timely financial reporting, analysis and advice.

You will be joining a large and busy management accountsteam playing a key role in;

Helping to support the management accounts function aspart of the move towards a fully developed Integrated Care System. Providing a deputy management accountant roleto your nominated business functions. Contribute towards and be an active memberof a team of highly motivated finance professionals.

Main duties of the job

The successful candidate will;

Have, or be working towards a full qualification with theAssociation of Accounting Technicians (AAT), or equivalent qualification at NVQlevel 4. Able to communicate effectively, bothorally and in writing, including ability to communicate complex financialinformation. Demonstrate a flexible approach and be able to workeffectively as part of a team in a challenging environment. Experience of dealing with Internal and External stakeholdersusing a customer focused approach.

Job responsibilities

JOB PURPOSE

Responsiblefor supporting the Senior Management Accountant to ensure the production ofintegrated, efficient, effective, accurate and timely Management Accountinginformation for the senior finance team, ICB Board and Commissioning Managers. Responsiblein assisting the senior finance team in the provision of financial informationand advice to ICB decision makers, external agencies, and partnershiporganisations. Toensure financial information is processed in accordance with ICB approvedprocedures through completion of own work and through the coordination of thework of others. Towork co-operatively in supporting all Directorates with Financial Information, advice,and assistance. Toassist in maintaining the budgets for Personal Health Commissioning (PHC),including month end close, monitoring monthly spend and forecastingexpenditure. Investigation of often complex enquiries to aid and advise asrequired, and contribute to the corporate reporting and business planningcycle. To work co-operatively, with the PHC team, in supporting the ICBwith Financial Information, advice and assistance and generally support teamsto ensure that the portfolio of tasks is planned, managed and deliveredeffectively. Tomaintain a professional manner in all aspects of services provided to allstakeholders, including responding in a timely fashion with clearcommunication, and consistent with conduct expected of an ICB employee.

POST SPECIFIC,TASKS AND OBJECTIVES

You will support the Senior ManagementAccountant in being the finance lead for Personal Health Commissioning and beresponsible for the provision of complex, sensitive financial informationrequiring knowledge of financial and accounting procedures, financial aspectsof NHS legislation and NHS finance procedures. The Management Accountingfunction prepares and provides financial information to enable the organisationto operate effectively and to make informed and timely decisions about itsfuture direction.

The role of Deputy ManagementAccountant would include:

Establishing and maintaining communicationwith individuals and groups about difficult and complex financial matters,often having to overcome problems in communication with people fromnon-financial background and those who are new to managing financialinformation and the aspects of effective budgetary control. Assisting the Senior ManagementAccountant in the setting of PHC budgets, providing and maintaining financialforecasts, analysing and advising on variance from set budgets. Calculation of monthly accrualsand provisions relating to PHC. Monitoring and extrapolatingforecasts from highly complex expenditure trends/budgetary performance monthly,identifying significant issues for PHC and advising accordingly. Preparation and posting ofJournals Assisting in the completion ofthe financial aspects of finance returns and assist as necessary with otheraspects of non-financial information, to specifically include NHS EnglandReturns for PHC. Dealing with confidentialfinancial, payroll and patient data daily, and ensuring that it is processedand handled in accordance with the ICB and national policies and guidance. Being responsible for allaspects of line management for allocated staff. Establishing and maintainingdesktop procedures for financial processes to ensure maximum efficiency,accuracy and timeliness. Utilising all major financialmanagement systems, including SBS, Business Intelligence and Caretrack toprocess, maintain and analyse information to achieve accurate managementfinancial reporting. To assist in theidentification, analysis and subsequent mitigation of risk. Project work as required. Provide cover for other membersof the team during periods of absence At year-end, there may be arequirement to work additional hours.

Skills, Abilities and Knowledge

Essential

Familiarity with Microsoft Office packages with extensive knowledge of Excel. Demonstrable ability to prioritise effectively, set priorities, meet deadlines. Quick and accurate keyboard skills Ability to use own initiative within sphere of responsibility. Evidence of good communication skills, both verbal and written, with diverse audiences, including the ability to communicate complex financial information. Demonstrated ability at exercising tact and diplomacy. Demonstrated ability to analyse situations and to provide a resolution. Able to carry out financial appraisals. Knowledge of IT systems including SBS and Business Intelligence. Demonstrate a flexible approach and be able to work effectively as part of a team in a challenging environment

Qualifications

Essential

Part Qualified (Finalist/Diploma) Professional Consultative Committee of Accountancy Bodies (CCAB) Accountancy Qualification. Fully qualified AAT or actively working towards full AAT qualification / Proven Professional Accountancy qualification at NVQ level 4

Experience

Essential

Recent previous experience within a comparable role working at a similar level. Proven track record of working under pressure to strict deadlines and delivery. Experience of dealing with Internal and External stakeholders using a customer focused approach. Experience in working in NHS or local government.
