Job summary

The Facilities Compliance Co-ordinator will be responsible for assisting the Waste Manager in the management, monitoring and control of thewaste process within the Community setting and the Trust's Estate from clinical divisions, directorates, wards and departments, through to finaldisposal as identified for each category of waste in the Trust's Waste Management Policy.

Undertaking waste audits and surveys as directed in order to identify and evaluate the current waste streams including any deficiencies andnecessary improvements, waste reduction and costs, also action as required ensuring compliance with the current Waste Regulations.Working across all of the Trust sites, the role provides an exciting opportunity for the post-holder to make a significant difference to the patient environment through improving the mechanisms with which waste is currently managed.

The individual will have the ability to work alone when necessary as well as part of a wider team in conjunction with a wide range of individuals.

Main duties of the job

The Facilities Compliance Co-ordinator will be responsible for assisting the Waste Manager in the management, monitoring and control of the waste process within the Acute and Community setting for all clinical divisions, directorates, wards and departments, through to final disposal as identified for each category of waste in the Trust's Waste Management Policy.

Undertaking waste audits and surveys as directed, to identify and evaluate the current waste streams including any deficiencies and necessary improvements, waste reduction and costs, also action as required ensuring compliance with the current Waste Regulations.

Job responsibilities

Planning and Organisational Duties

To assist in the waste processes as identified in the Trusts Waste Management Policy, also identify any shortcoming in the handling of clinical and all other waste.

Monitoring and checking of methods used for waste segregation, handling and transportation.

To assist in the monitoring and the performance of the clinical and domestic waste contractors and all other external waste disposal contractors.

To liaise with the Waste Supervisor and / or Portering Team regarding waste issues, monitoring of waste compounds and arranging waste collections.

Liaise as necessary with multi-disciplinary teams within the Trust and external waste contractors as directed.

Implement waste procedures and training on wards and departments.

A significant part of the role will be monitoring and advising wards and departments on how they handle waste and advising of deficiencies where these arise.

Report problems with compactors or skips to the contractors.

Other waste related duties as directed by the Waste Manager.

Communications and Key Working Relationships

Communication at a senior level and the establishment of good working relationships are a fundamental part of this post and are both with staff at all levels advising of their responsibilities under waste and transport legislation, communicating changes in legislation and highlighting problems or deficiencies at a local level with waste segregation compliance. With external waste contractors, regarding quality of services.

Attend committees and groups in the absence of the Waste Manager, where waste management is recognised in the Terms of Reference. These could include Corporate and Local Divisional Occupational Safety and Health Committees and Infection Prevention Control meetings etc.

Liaise and support the Trusts appointed External Auditors in the undertaking of the pre-acceptance clinical waste and dangerous goods audits within the Acute and Community settings.

Assist with queries and complaints from Trust staff, contractors, general public and key stakeholders on waste issues.

Responsibility for Finance

Assist in the monitoring, recording and querying of waste invoices and raising any necessary credit queries.

Raising necessary orders on Oracle, updating new suppliers forms and ensuring invoices are released for payment.

Ensure rebates are obtained from contractors and internal Trust sites.

Creating and updating relevant spreadsheets for financial monitoring and ERIC Returns, raising any anomalies with the Waste Manager.

Monitoring and recording of waste collections including tonnages and financial information.

Compliance with Trusts SFIs and Local procedures.

Responsibility for Human Resources

Act as Line Manager of the Waste Supervisor. Conduct one-to-one meetings and performance development reviews with the Waste Supervisor. Work closely with the Waste Supervisor and Porters in undertaking waste duties. Attend courses as directed, ensure compliance with mandatory training. Compliance with Trust and Local procedures.

Responsibility for Health & Safety

Compliance with the Health & Safety at Work Act 1974 the post holder is required to fulfil a proactive role towards the management of risk in all of their actions. This entails the risk assessment of all situations, the taking of appropriate actions and reporting of all incidents, near misses and hazards, and a statutory duty of care for their own personal safety and that of others who may be affected by their acts or omissions.

Responsibility for Teaching

Training of groups of staff in the correct waste disposal technique.

Work Circumstances & on-call

Will be expected to travel around all Acute hospital sites and Community premises.

Will be expected to travel to Waste Plants for meetings / audit purposes.

When conducting audits will be required to open clinical waste, domestic and offensive waste bins to ensure correct segregation.

Could come into contact with anatomical waste, bodily fluids, contaminated waste.

May have to manoeuvre heavy waste bins when undertaking audits.

Work could be outside in all weather conditions when checking waste compounds.

Flexibility will be required to meet the needs of the service with occasional work outside core hours.

Person Specification

Qualifications

Essential

Minimum level NVQ level 3 or an equivalent level of experience. an understanding of Waste Management. Willing to undertake waste / environmental qualification during first year of employment.

Desirable

NVQ level 3 qualification in waste or environmental management.

Experience

Essential

Experience of waste management streams within a healthcare environment. Experience of working within a complex / multi-site organisation. Experience within an Estates and Facilities Management service.

Desirable

Understanding of auditing processes Knowledge of HTM07-01 Safe and Sustainable Management of Healthcare Waste. Experience in communicating at a senior level. Experience in training groups of staff.

Skills

Essential

IT literate with the ability to utilise Microsoft word, excel and e-mail and be aware of new advances in technology. Experience in creating and updating spreadsheets Organisational skills / managing diary systems and tracking information Problem solving skills Good communication skills Ability to assist in waste audits / surveys and present findings in an easily digestible form. Ability to work under own initiative, when needed and prioritise work streams.

Desirable

Have interpersonal and presentation skills. Ability to motivate colleagues in implementing waste control. Previous use of compactor or other waste handling equipment Demonstrable skills in liaising and negotiating with all employees in a hospital / healthcare environment.

Knowledge

Essential

Knowledge of waste streams in healthcare settings and importance of segregation and safe handling. Knowledge of the Oracle or similar purchase order systems.

Desirable

Understanding of current Waste Management Legislation and working practices. Understanding of Transport Regulations and working practices.

Additional

Essential

Ability to travel across Trust and community premises. Ability to travel to Waste Plants nationwide. Ability to work flexible hours to suit job requirements. Speak English to an appropriate standard relevant to their role, with confidence and accuracy, using correct sentence structures and vocabulary, and without hesitation.
