INperson interviewonly Virginia State Police (VSP) is looking for a SeniorBusiness Systems Analyst with 6years of experience to lead projectsrelated to the creation and management of Okta user profiles andrelated workflows and interfaces for multiple VSP projects andperforms user administration of Okta user profiles includingusergroups and organizations; manages Okta user recertificationprocesses to ensure user lists are accurate. The incumbent willperform complex business analysis and technical tasks such asproject planning process improvement writing requirements systemdesign data analysis interface analysis and system rollout. Focusis to assist with the development of an Okta Customer Identity andAccess Management (CIAM) solution. The incumbent will serve as theTeam Leader for an Okta user profile management team. VSPs Oktasolution is integrated with DocuSign eSignature forms and workflowsand the incumbent will create DocuSign forms workflows andinterfaces to automate the management of user profiles. Theincumbent will work with the VSP Information Security Officer (ISO)and VITA to develop new Okta user administration processes andforms. These duties involve the following: Leads the overall reviewanalysis and evaluation of current business systems; analyzesrecommends and implements process improvements; creates andevaluates user requirements and system needs; elicits requirementsusing various elicitation techniques such as Brainstorming DataMining Document Analysis and Interviews with users; producesrequirements artifacts such as Field Definition Matrix BusinessRules Interface requirements; performs gap analysis on existingrequirements in conjunction with current business needs;contributes to and drives a collaborative effort to supportorganizational change management; facilitates risk analysis;participates in the creation and subsequent reviews of project testplans; leads all final user acceptance efforts with businessstakeholders; defines roles and access rights needed forapplications; represents VSPs interests with vendors andcollaborates with them to help meet project needs; creates trainingmaterials and provides enduser training. Candidates for thisposition are required to have experience developing DocuSigneSignature forms and workflows including experience customizingform behaviors using JavaScript. Also candidates for this positionshould possess strong leadership skills strong organizationadministrative analytical problem solving and interpersonal skills;be selfmotivated and able to develop rapport and positive workingrelationships with coworkers and the agency at large; be proficientin Organizational Change Management; have prior experienceimplementing cloudhosted Software As A Service (SaaS) solutions;have an understanding of business analysis concepts such asidentifying and interpreting risk assessments; be able to producerequirement related artifacts such as test cases requirementstraceability matrix business rules interface requirements use casesactivity diagrams error validations and role based system profiles;be able to manage security access and user profile management; beable to work collaboratively with various groups within VSP and VSPvendors to ensure requirements are vetted and documented; be ableto analyze functional/nonfunctional system requirements; be able toreengineer business processes; be able to identify how newapplications and business processes will integrate with or replaceexisting business processes; possess excellent communication skillsin English and the ability to communicate with internal customersin nontechnical terms; be proficient with Microsoft Products (WordExcel Visio PowerPoint); be proficient in creating business andsystem requirements. Candidates should highlight any experiencerelated to Okta user profile administration and working on criminaljustice projects. The incumbent must work fulltime onsite at VSPheadquarters North Chesterfield.
