About the role

We have an exciting opportunity to join the Information Services Directorate as a Portfolio Analyst where you will be part of the Portfolio and Governance team supporting the department with planning, reporting, governance and contract management.

You will develop and manage strategic IS Contracts, support with IS tactical and strategic planning and reporting, and identify risks / saving opportunities for large hardware and software contracts whilst providing support for annual licence reviews and contract renewals.

Working in line with procurement guidelines you will support the establishment of new IS contracts and actively manage third party contracts to deliver maximum business value. In addition, you will govern and report on supplier performance ensuring IS provides the best value through analysis to support decision making. You will manage supplier relationships, leading regular service reviews to manage performance of the key strategic contracts.

You will also support the co-ordination, creation, and maintenance of strategic (5-year), tactical (2-year) and annual IT investment plans, including planning, prioritisation and governance activities, from ideation through to delivery. You will also help optimise planning and forecasts by ensuring we have the right cost and benefits data to enable us to model the portfolio to make value-based investment decisions in line with our Service Planning strategy.

A key element of this role is managing and reducing costs, consistently improving outcomes and building partnerships which drive performance improvements. This will be achieved through your development of key partnership with assigned suppliers and internal stakeholders.

About you

To be successful in this role you will have proven experience of working in a governance, IT programme or cost analysis environment where you have implemented and managed a diverse set of IT contracts.

We’re looking for you to have planning, governance and reporting experience relating to IT budgets, services, contracts, and projects. This means you will have a track record in developing strong, long-lasting partnerships with internal stakeholders and third-party suppliers.

You will understand cost analysis processes and how these can be applied in a technology landscape, will possess exceptional analytical skills, high attention to detail, have experience working with large volumes of data and metrics and advanced Microsoft Excel skills.

A basic understanding of telecoms asset classes and billing methods along with cloud computing and software as a service models would also be advantageous.
