Job summary

The post holder will work as part of the consolidated Medicines Optimisation team providing pharmacy technician expertise to work streams with a particular focus on medicines economy, to ensure that the WY ICB gets the most value from the medicines used and the best outcomes for the patients it serves.

The medicines economy function will be led by Leeds place and will report to the relevant Head of Medicines Optimisation SRO but work across the ICB to co-ordinate and deliver this agenda as a consolidated function, matrix working with other roles and place teams as and when required.

The post holder will work with other pharmacy professionals, the wider ICB team and system partners to support areas of medicines optimisation such as the identification and monitoring of cost saving opportunities, QIPP opportunities and potential cost pressures associated with medicines. They will provide specialised advice regarding all aspects of the prescribing budget including horizon scanning, prescribing policies and contribute to the reduction in unwarranted variations in prescribing across the West Yorkshire footprint at a time when value for money in the medicines used is a key aim of the WY ICB.

As a Principal Pharmacy Technician, the post holder will provide leadership to those working in the consolidated function and across the wider medicines optimisation teams

Main duties of the job

The post holder will contribute to all aspects of Medicines Optimisation QIPP initiatives from a medicines economy perspective. This will include the co-ordination, management and leadership of medicines optimisation work streams across the ICB to support the safe and economical use of medicines. They will extract, analyse, and interpret highly complex prescribing data and intelligence using the tools available to regularly report to senior leadership teams to influence the optimisation of medicines and support strategic decision making around medicines use.

The post holder will utilise their pharmacy and medicines knowledge, skills, and experience to contribute to the medicines economy function through, for example:

Horizon scanning and high level budget setting supporting financial sustainability and ensuring the best value in prescribing for the people of West Yorkshire.

Alignment and development of commissioning statements/positions and prescribing policies

Alignment and management of prescribing decision software , OptimiseRx, to maximise savings, functionality and use.

Maximising rebate opportunities.

Using data to identify and develop QIPP initiatives and support the sharing of good practice and ideas across places.

Support the delivery of the National Medicines Optimisation Priorities working collaboratively across system partners.

Job responsibilities

The post holder will work as part of the consolidated Medicines Optimisation team providing pharmacy technician expertise to work streams with a particular focus on medicines economy to ensure that the WY ICB gets the most value from the medicines used and the best outcomes for the patients it serves.

The post holder will be responsible for supporting the Heads of Medicines Optimisation, in managing and delivering the medicines economy aspects of the ICB Medicines Optimisation strategy. They will provide direction on the prioritisation of clinically effective and best value QIPP medicines optimisation initiatives, the implementation of NICE, local guidance and national priorities so that medicines are used in a clinically safe and cost effective way across the West Yorkshire health economy.

Provide specialised advice regarding all aspects of the introduction of new medicines, development of commissioning statements and prescribing policies, and the withdrawal of other medicines when necessary.

Manage a range of diverse Medicines Optimisation projects and initiatives.

Extract, analyse, and interpret highly complex prescribing data and intelligence to provide senior management reports to support strategic

decisions.

Manage and provide leadership to other Pharmacy Technicians, including training and personal development needs.

Provide leadership to the wider medicines optimisation team, co-ordinate and allocate work to individuals and teams effectively to deliver results on clearly defined objectives for the projects they lead.

Engage with primary care clinicians, including GPs, nurses, and community pharmacists, to identify and share best practice in medicines optimisation and project manage any role out across a local/regional footprint.

Support the Heads of Medicines Optimisation in monitoring of outcome measures for projects and impact on primary care prescribing budgets.

Have delegated budget responsibility for some of the Medicines Optimisation projects which they oversee.

Responsible for commissioning and contract support/performance monitoring.

Qualifications

Essential

Pharmacy Technician NVQ Level 3 BTEC / Foundation degree in Pharmacy or equivalent knowledge and experience Additional theoretical study and practical experience to post graduate diploma or equivalent level Professional registration with General Pharmaceutical Council
