Cluster Development and Planning Support Manager

This important and increasingly high profile role based in the Swansea Bay University Health Board, will continue to facilitate and support the development of Clusters in the Swansea area, to enable implementation of their priorities.

Main duties of the job

The successful candidate will deliver energy and enthusiasm to deliver high quality professional support to help us develop and implement the national vision for Clusters and strategic regional and Health Board priorities.

We will be looking for a candidate who can thoroughly demonstrate how their experience can be drawn on in order to meet the core functions of the role. This can include those with transferable skills and experience, where application to the role can be strongly evidenced. Applications for candidates seeking a development opportunity are welcome also as this is a temporary position. Secondments will be considered but you will need to have the agreement of your line manager in advance of making an application.

Building constructive relationships and capacity within Clusters, managing the progress and performance of cluster projects, developing strategic plans and action plans, whilst managing a number of priorities, are key facets to the role. Qualities required include excellent communication and presentation skills, networking abilities, ability to assess data, apply strategic direction to the work programme and construct and deliver briefing reports.

The post holder will work closely with Cluster Lead under the direction of the Cluster Development Manager as well as an extensive range of stakeholders internally and externally.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Job description

Job responsibilities

The post holder will be a key member of the Cluster Development Team, accountable to the Cluster Development Manager. The role will be varied, having responsibility for supporting partnership work in matters relating to the Cluster and supporting delivery of the Cluster agenda in the area and across the Cluster where appropriate.

The post-holder will be required to lead the development of key service plans, leading key programmes of work within these, and contribute to the development of long term service and strategic plans.

This will include the undertaking of research, the analysis, publication and presentation of complex information sets relating to health and wellbeing, the delivery of primary care and other services operating through clusters, liaison with a range of individuals and agencies to promote joint working, co-ordinating involvement and public consultation exercises.

The post holder will support the Cluster Development Manager in the interpretation of local and national policies and offer options on how these should be implemented in order to achieve Cluster Development and corporate objectives and in contributing to other key strategies and partnerships, that impact upon health and wellbeing.

Qualifications

Essential

Educated to degree level or equivalent experience Post-graduate diploma or equivalent relevant experience Evidence of ongoing professional development Good working knowledge of the national strategic and policy context relating to health social care and well being and planning and pertinent partnership structures Understanding of the nature of the GMS contract and implications for delivery of cluster agenda Knowledge of pooled and cluster budgets and other areas where resources can be shared Understanding the key challenges within the 5 Cluster area and various portfolio areas within

Experience of working within the planning and partnership arena and of dealing with other agencies in the statutory and non statutory health and social care sector Experience of working with multiagency forums where GPs and Practice Managers are key and significant stakeholders Experience of developing project/annual action plans for consideration by senior managers and funding bodies Experience of performance against and service development Application form and interview CAJE Reference/Date: 8 across health and social care agencies Experience of producing document and reports for external publication including appropriate graphics Experience of working within a multidisciplinary internal NHS team Good track record of establishing positive relationships with third parties Effective financial planning and delivery within budgets Proven analytical skills Experience in managing conflict Sound presentation skills Experience of facilitating a change agenda
