Role purpose

Reporting to the Group CFO (SMF2), the Group Treasurer is expected to lead the Treasury team (c.13-15 FTE), which is a key part of the Vanquis Banking Group Finance function, with responsibility for managing the financial assets, liabilities and associated prudential risk risks of the Group.

The Treasurer has overall responsibility for Treasury strategy, policy, risk management and governance. This encompasses management of the Group balance sheet including capital, liquidity, funding and interest rate risk to help optimise the Group’s Financial resources. 

It is intended that the Treasurer will also have responsibility for Stress testing and Recovery & Resolution and should expedite a controlled transfer of activities from 2LOD. The Treasurer is currently overseeing the initial development of a 2nd charge mortgage portfolio on a forward flow arrangement; responsibility for this portfolio will be transferred to the Group Chief Customer Officer in due course.

The role holder is a Material Risk Taker and has delegated responsibilities under the Senior Manager Regime from the Group CFO (SMF2) at both Group and Vanquis Bank level.

Key Responsibilities:

• The role holder is a Material Risk Taker (MRT) and will have specific oversight and accountability for the capital planning, liquidity, funding analysis and other related treasury activities that are critical to the effective management of VBG’s prudential risks. These accountabilities will be extended to stress testing and recovery & resolution in due course.

• Develop the risk appetite statement (RAS) for all treasury risks; engage with 2LOD in their appropriate formulation; ultimately prepare a Treasury RAS for recommendation to the Board for annual / semi-annual approval.

• The Treasurer has responsibility for non-Bank funding from wholesale markets, capital issuance, retail and wholesale funding in Vanquis Bank, interest rate risk management and capital management for VBG.

• The role also carries certain prudential regulatory reporting responsibilities.

• The Treasurer must:

? Develop funding strategies and capabilities to lower overall cost of funds, balanced with managing interest rate risk.

? Develop and secure appropriate funding for the Group’s business plans.

? Ensure funding structures are properly managed and maintained.

? Proposing and implementing both intra-group and external dividend policies

? Manage capital allocation under guidance from the Group CFO/ Assets & Liability Committee (ALCO)

? Identify opportunities to maximize the return on Financial Resources to enhance P&L/ returns.

? Manage a portfolio of investment securities to maximize yield in the Group’s liquid asset buffer.

• Develop a business partnering model to ensure appropriate Treasury support for all products.

• Supporting and advising the business providing solutions to mitigate financial, liquidity and interest rate risks generated by the business.

• Maintain Treasury policies for the Group within Board approved risk appetite.

• Manage foreign exchange and interest rate exposures for the Group.

• Oversee the investment strategy of Bank liquidity appropriate to VBG.

• Ownership of VBGs ICAAP, ILAAP and Recovery & Resolution Plan.

• Work with, and develop working relationships with, debt capital investors.

• Develop an overall capital markets and funding strategy with external banks, working directly with them.

• As part of the annual corporate planning process, prepare the associated capital, liquidity and funding plans.

• Set the agenda to manage the Group ALCO in respect of Treasury strategies, policies, economic trends, counterparts’ relationships and financial exposures, ensuring that all treasury positions are proactively managed within risk appetite.

• Ensure adherence with the Prudential regulatory regime, with respect to the adequacy of capital and liquid resources with responsibility for both the consolidated and also Vanquis Bank specific aspects of the Internal Capital Adequacy Assessment Process (ICAAP), the Individual Liquidity Adequacy Assessment Process (ILAAP) and the Recovery and Resolution Plan (RRP).

• Ensure the timely and accurate completion of the Prudential regulatory reporting and Pillar 3 disclosures.

• Ensure timely communication of Treasury matters to the Group ALCO, Group Risk Committee, and Group Board as appropriate.

Skills & Experience required:

• Qualified treasurer with experience of working in both a Group and Banking environment.

• Minimum 10-15 years Treasury experience at a senior level

• Member or attendee of senior committees such as ALCO, and ideally participation at Board Risk Committee and Group EXCO’s with regular main Board interaction

• Experience of working in the Senior Managers and Certification Regime

• PRA recognised Bank Treasurer

• Ideally big 4 trained chartered accountant with experience of working in a bank finance function.

• Knowledge of hedge accounting and interest rate risk management

• Experience of businesses transacting credit cards, motor loans, personal loans, investment securities, 2nd charge mortgages, as well as retail deposits and savings.

• Ideally listed company experience in a listed Group with both regulated and unregulated businesses

• Proven track record of driving new treasury activities such as capital issuance, securitization, hedging and liquidity and funding strategies.

• Developing and enhancing Treasury teams being a proven people leader.

Ability to establish good relationships with banks, bondholders, rating agencies, advisors and internal stakeholders.

• Ability to make and challenge strategic decisions.

• Highly analytical and able to deliver capital and liquidity optimised value.

• Ability to balance long term thinking with day to day operational activity;

• Strong leadership skills to develop an effective team.

• Good communication and the ability to build trust and influence at senior management and Board level.

• Commercial acumen to understand how the balance sheet can drive value for the whole enterprise.
