Equal Opportunities

At Transport for Wales we value diversity. It makes us stronger, helps us understand our customers better, make better decisions and be more innovative. Everyone’s different and has their own perspective so we’re building a diverse team that mirrors the communities we serve. Through this we’re determined to be one of Wales' leading inclusive employers. We’re creating an inclusive transport network that everyone in Wales can be proud of.

Who we are

At Transport for Wales, we’re on a mission to transform transport in Wales and make it fit for the future, whether that’s rail, bus, walking or cycling. We want to inspire a nation to change the way it travels, so that we all travel more sustainably and help to combat the climate emergency we’re all facing.

We’re an open and inclusive place to work, where everyone is welcome and our people are supported to reach their full potential. We want to create an environment where our people can grow and succeed. This is key to enabling us to deliver on the promises we’ve made to the people of Wales to build a sustainable transport network that meets their needs.

Role responsibilities

The Contracts Manager is responsible for maintaining the health of Transport for Wales’ (TfW) contract portfolio by supporting contract owners and managing the provision of expert advice and governance to ensure TfW can effectively deliver contracts and mitigate commercial risk to the organisation.

Coordinating and organising the business to take better ownership of and accountability for contracts by collaborating directly with procurement and contract owners to ensure the business is effectively planning resources and managing the future needs of the business. Review and sign off all contract changes up to the role’s delegated authority level (excluding Infrastructure and Grant Agreement) by challenging the justification for a contract variation or extension and liaising with partners and suppliers to ensure there are appropriate contract terms to execute the change in line with available budget and obtain commercial information and internal approval to ensure governance over contracts. Be the subject matter expert for contract management in the business by providing the business, senior leadership, and contract owners with advice to ensure compliant and effective contract performance and/or any contractual due diligence over new group entities. Addressing poor performance issues with suppliers by overseeing contract management activities and interventions to ensure effective risk mitigation.

Who we’re looking for

A relevant professional qualification such as a relevant degree, MCIPS or MRICS, World Commerce and Contracting certification, or proven relevant experience. Demonstrable experience of taking a leading role in managing complex and high value contracts in a regulated environment with focus on post-contract management. Demonstrable experience of improving the business’ knowledge of contract management through mentoring and coaching and driving a continuous improvement agenda. Effective commercial and contract management skills, with demonstrable knowledge and execution of best practice contract management methodologies including but not limited to whole-life contract cost validations and contract desktop reviews.

Welsh Language Skills

The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role.

Transport for Wales supports and promotes the use of the Welsh Language by employees and will encourage them to develop, improve and maintain their Welsh Language skills. We fully support our people who want to improve their Welsh language skills, and personal development for Welsh Language skills are offered in a variety of ways such as online learning, classroom courses and funding attendance at local community courses.
