The Opportunity:

In their capacity as Contracts Manager, they will provide technical expertise to, and support the Contracts & Procurement Director in the management of, Abt Britain’s enterprise contracting and entity management activity. In their capacity as Senior Legal Counsel, they will provide legal advice to, and support the Associate General Counsel and Deputy General Counsel in the management of, Abt Britain’s legal affairs as needed.
The position will develop and maintain trusted relationships and high customer service standards with all key internal and external stakeholders, including communicating and negotiating with external parties and representing and advocating for Abt Britain externally.

Core Responsibilities:

Contracts and Entity Management

Lead the provision of technical advice and undertake contracting and procurement activity in respect of complex and high value contracts, including reviewing and approving (in line with delegated authority) Abt Britain's consultant, subcontract, grant, supplier, property, and other contracts. Support the Contracts & Procurement Director in the development, implementation, and continual improvement of a pragmatic and innovative framework for Abt Britain's contracting activity in close consultation with programme and corporate stakeholders, including serving as subject matter expert and point of contact for the corporate policies, processes, templates, systems, training, devolution and data analytics supporting Abt Britain's client, consultant, subcontract, grant, supplier and property contracting and procurement. Support the Contracts & Procurement Director in the delegation of authority of contracting activities and approvals to Abt Britain's departments and programmes. Provide guidance to Abt Britain’s business growth teams in the legal, compliance and contracting aspects of new business opportunities being pursued. Support Abt Britain’s programme delivery and in-country programme teams in relation to the legal, compliance and contracting aspects of programme mobilisations, operations and demobilisations as needed. Continuously improve expertise in, and maintain current awareness of changes to, the laws and client procurement rules relevant to Abt Britain’s business and operations. Support the Contracts & Procurement Director and the Legal Entity Manager manage Abt Britain’s foreign registrations as needed, including in establishing, maintaining and closing out foreign registrations.

Legal and Compliance

Working with the Associate General Counsel, provide practical, accurate and timely legal advice, training and other legal support to Abt Britain and its subsidiaries on a broad range of legal issues as required (eg, employment, safety, privacy, data protection, contracts, tax, immigration, insurance, funds, private international law, intellectual property, corporate and commercial law). Support the relevant Senior Leadership Team owner and the Compliance Manager with legal review and advice on Abt Britain's compliance initiatives as needed. Other reasonable duties as required.

Essential:

Minimum 3 years’ prior relevant work experience Experience in UK government contracting and procurement Degree in law and admission to practise law in England & Wales Current SRA practising certificate (or ability to obtain one) High level written and verbal communication skills Good cultural awareness and ability to build strong stakeholder relationships High level problem solving and attention to detail skills Ability to work both autonomously and in a team environment across a matrix organizational model Ability to work concurrently on multiple complex tasks and to respond to changing priorities

Desirable:

Experience in the international development sector Experience with contracting, legal and compliance matters in foreign jurisdictions
