Job summary

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. Further information about our work and annual plan for delivering this is available on our website.

Our new team are embarking on a piece of work to monitor data to identify and respond to patterns indicative of potential fraud. This will support our current work that reduces the likelihood of fraud occurring. We will bring in data science capabilities to be deployed in counter fraud activity and work closely with partners across health and government to further maximise the preventative impact of proactive counter fraud analysis. We will combine this with our range of counter fraud and domain expertise to maximise our impact using your knowledge, experience, and passion for your chosen field. At the core will be the development and use of appropriate analytical techniques that include advanced analytics and machine leaning to tackle some of the highest areas of fraud risk to the NHS and ultimately protect public funds for patient care.

Main duties of the job

We are excited to offer an opportunity for an enthusiastic, skilled and experienced Database Specialist to join our dynamic team. In this pivotal role, you will collaborate with an existing Database Specialist to support business-as-usual activities and play a crucial role in the development and maintenance of our data warehouse. This position is essential in providing foundational support to our data engineers and ensuring the integrity and availability of data across the organisation.

NPPV3 vetting will be required.

The postholder will manage and maintain all NHSCFA Database Systems and will be responsible for ensuring the integrity, security availability and optimal performance of our databases in support of all directorates of the NHSCFA, and external stakeholders.

In addition to the advertised salary working in the London area will attract High-Cost Area Supplement where appropriate. Install, configure and update database systems.

Design, development, implementation and review of databases and objects within.

Management of database data storage.

Design and administer access controls/permissions in accordance with NHSCFA IT Security Policies and Data Security requirements.

Ensure systems and databases comply with NHSCFA data retention policy and data protection regulations.

Develop and maintain backup and recovery procedures with yearly test plan.

Person Specification

Knowledge and Experience

Essential

Significant experience as a Database Administrator / Engineer or similar. Extensive knowledge of Enterprise Database Systems, Data Warehouse Tools, techniques and infrastructure within a public or private sector organisation. Extensive knowledge of SQL query language. Understanding and Proficiency in MS Office Program suite and others as required.

Desirable

Experience in detecting fraud using data warehousing techniques.

Specialist Knowledge

Essential

Demonstrate extensive knowledge in the following areas: oOracle Databases 19c and above/SQL Server 2019 and above/MySQL and above oData marts (in particular star schema design) oMeta-data oXML & JSON oSQL oData integration tools and techniques Knowledge of Data protection issues. Experience with Oracle management tools including Oracle enterprise manager and Toad (or similar). Experience of database tuning, process automation and delivery mechanisms query plans, indexing

Desirable

Demonstrate knowledge in any of the following areas: Relational Databases Linux OLAP

Qualifications

Essential

Degree or equivalent in an Information Technology, or Information Technology related field or significant equivalent experience.
