About the Team

From mission critical systems that govern the movement of trains; digital information and payment systems across London; asset refurbishment or enhancement or customer movement; to buying engineering, architectural, professional services, marketing and branding services including generating significant revenue for TfL, Procurement & Commercial (P&C) plays a key role in delivering all aspects of Transport for London’s obligations. It is our responsibility to plan, strategize and procure every essential component that TfL needs to deliver the millions of journeys that take place on our network each day.

Infrastructure 

The Procurement Manager roles in the Infrastructure part of London Underground’s business support the day to day Operations. A fast paced and dynamic area. Infrastructure is responsible for a diverse CAPEX & OPEX portfolio of categories: Lifts and Escalators, Signals, Power and Cooling, Asset Resilience, and minor civils. A great area for a capable individual to use their skills and knowledge to deliver business and commercial outcomes for TfL. 

Track and Fleet

The Procurement Manager positions within Track and Fleet manage aspects of our pipeline of procurements, strategic sourcing and supplier relationships. A broad range of CAPEX and OPEX projects and programmes will need to be managed in a fast pace BAU and Project world. Key skills and knowledge in developing Category, sourcing and supplier management strategies as well as strong commercial awareness, stakeholder engagement, negotiations skills. A focus on Collaborative, fairness, integrity and drive are essential attributes in this area as we aim to support TfL’s strategy and service the needs of customers.

Facilities Management

The Facilities Management Procurement team are responsible for procuring hard and soft facilities management contracts plus other supporting works and services across the whole of TfL, incorporating all operational and non-operational facilities. This leads to a diverse pipeline of procurements in relation to value, complexity and stakeholders. An excellent opportunity for an individual to deliver strategic value through category management and sourcing activities, requiring strong stakeholder management, negotiation and project management skills.

Key Accountabilities

• Collate customer requirements, data and intelligence about suppliers, market sectors and contractual commitments for the development of five year forecasts of procurement requirements and develop procurement strategies, category plans and specific procurement plans, in support of a defined asset or delivery area
• Manage the procurement processes for competitive tendering, including supplier selection, pre-qualification, tendering and evaluation and contract award in accordance with the procurement plan, procedures and governance.
• Lead risk assessments with subject matter experts to establish the safety and business criticality of the works, services or products to be procured and develop the appropriate level of supplier and product assurance, audit and evaluation for each procurement to mitigate risks and incorporate HSQE policies.
• Utilise e-procurement tools, templates and standard forms of contract, to maximise the efficiency and control of the procurement process and to support the fair evaluation of responses from the bidding suppliers
• Manage contract negotiations, including the formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives.
• Prepare appropriate forms of contract to clarify the price and deliverables for the works or services, contract responsibilities, and the incentives, risk and obligations for each party; stipulate contractual remedies in the event of poor performance or breach of contract.
• Maintain accurate and auditable records of procurement process compliance and ensure that vital records are maintained and archived when appropriate, and the contracts and supplier registers are updated
• Exercise procurement authority as delegated by the Commercial Director; maintain high levels of process probity.
• When managing procurement staff, set clear objectives, provide feedback on performance and coach staff in the application of best practice.

Skills, Knowledge & Experience required

Skills:

• Procurement Management – Ability to plan, deliver and manage all procurement activities to deliver contracts and frameworks - Proficient 
• Risk – Has a good grasp of risk management principles and is able to apply risk assessment techniques in the preparation of procurement plans - Proficient
• Negotiation – An experienced negotiator who is practised in preparing negotiating strategies based on analysis and market knowledge and has used different styles of negotiation to drive the agreement of terms for new contracts or variations in a variety of categories and/or sectors - Proficient
• Compliance - Has a good working knowledge of relevant legal and regulatory requirements and operates within the corporate governance framework as it applies to the commercial life cycle – Proficient
• Supplier Relationship Management - A working knowledge of and ability to apply SRM at work-stream or project level- Proficient
• HSQE – operates with a good level of awareness of HSQE requirements, as they relate to contracts and contractors and ensures HSQE considerations underpin the procurement approach. Able to maintain the accuracy and quality of own work, making good use of tools and systems available to monitor work in progress and to identify corrective actions - Proficient

Knowledge:

• CIPS/RICS membership (or eligibility for membership)
• Educated to degree level, or equivalent.
• Sound knowledge of European and UK Procurement Law and other relevant legal and regulatory requirements
• Good grasp of financial and procurement controls, processes and systems.

Experience:

• Experienced in planning and delivering procurements in an underground/railway environment, asset management business, or in a highly regulated industry with health and safety at its core.
• Previous experience of working within the EU Regulations for public sector and utilities procurement
• Experienced in utilisation of specialist IT systems for the management of sourcing
