National Clinical Lead – Scottish Cancer Network

This post is a 3 Year Secondment position (Not Fixed Term Contract)

The Post: 

The Scottish Government’s Cancer Strategy for Scotland 2023 to 2033 sets out a ‘Once for Scotland’ vision for the next ten years to improve cancer survival and provide excellent, equitably accessible care. The aligned three-year Cancer Action Plan for Scotland sets out the key ambitions and highlights eleven priority areas. 

Hosted within National Services Directorate of NSS, the Scottish Cancer Network (SCN) is described as at the heart of these strategic ambitions and the forefront of leading on the development of Nationally agreed clinical management pathways for cancer patients. These unique pathways encompass early diagnosis, treatment and care right through to the end of life, setting out clinically agreed best practice for patients in Scotland. The SCN also hosts the National Managed Clinical Networks (NMCNs), where national integration and collaboration for specific cancers can make best use of expert resources and improve outcomes for people with rare cancers. The SCN drives a ‘Once for Scotland’ approach and works closely with regional networks where work is better delivered at that level and works closely with the Scottish Cancer Oversight Board to agree its ambitions.

The Candidate:

We are seeking an enthusiastic, National Clinical Lead to provide expert clinical advice and leadership to the Scottish Cancer Network (SCN). Engaging and influencing stakeholders nationally to achieve clinical consensus, ongoing improvement, equitable access and adopting a ‘Once for Scotland’ approach will be key founding principles for this role to lead activities including (but not limited to): 

• The development of national clinical management and patient pathways for cancer ensuring opportunities to maximise efficiencies are realised using lessons learned from earlier processes. 

• Direct and manage the ongoing work of the clinical management pathways (CMP) and the existing patient pathways editorial group, including working with Health Improvement Scotland (HIS) to host on the Right Decisions Service, liaison with patient and carers Specialist Healthcare Commissioning Page 2 of 3 groups and engagement with both National and Regional Managed Clinical Networks (MCNs). 

• The production of cancer management guidelines (CMG) and national approaches for low volume cancers. 

• Management of national cancer MCNs including scoping of improvement work, development, and review of annual workplans and taking forward relevant recommendations from the review of networks by the Strategic Planning Board. 

• In line with National Services Scotland (NSS) policies, provide professional leadership to the clinical leads appointed within the SCN and National MCN’s ensuring robust workplans are developed, reviewed, and measured. 

• Working nationally with key stakeholders agree a national delivery plan for an optimal pathway relating for patients with Hepato Pancreato Biliary (HPB) Cancers, maintaining the benefits achieved by the Scottish Care and Coordination Service for HPB cancers (SCOT HPB), and the earlier Pathway Improvement Project (PIP). 

• Represent Scotland jurisdiction for the International Cancer Benchmarking Partnership (ICBP). 

• Work collaboratively with the National Cancer Quality and Improvement Board, SACT, Radiotherapy and Molecular Radiotherapy Programme Boards, Oncology Transformation Programme Short Life Working Group and other key groups as directed by the Scottih Cancer Oversight Board to support improvement work. 

• Significantly contribute to the strategic development of the SCN and its outputs and provide clinical expertise and professional advice to colleagues within NSD and NSS. The postholder will be required to adopt a collaborative approach to lead programmes of work with a variety of internal and external stakeholders who have responsibility for the planning and delivery of cancer services to patients. The above activities are not an exhaustive list. The SCN is a newly established national network and as it evolves, key areas of work may be revised or added in discussion with NSD/NSS and Scottish Government. The SCN deliverables are reviewed and revised on an annual basis and the key areas of focus are likely to evolve with emerging national policy priorities.
