Job summary

This is an exciting opportunity to join the West Yorkshire ICB Planning and Performance directorate which has an established and successful team. The core role of the team is to manage the relationship between the ICB and NHS England; support partner organisations within the Integrated Care System (ICS) to hold each other to account for delivery and improvement; and apply the relevant statutory and regulatory oversight and assurance frameworks to get the best outcomes for the people of West Yorkshire.

As Planning and Performance Project Officer, the post holder will work as part of our dynamic team in delivering an effective service supporting managers and staff.

This is achieved through an integrated approach which requires a high level of flexibility and close team working and cooperation including the staffing and operation of the System Co-ordination Centre. This will include being on the rota to staff the SCC and having flexible working hours.

Main duties of the job

Act as operational lead for the SCC as part of an SCC rota, having flexible working hours to accommodate the SCC operating model.

Monitor and evaluate risks and issues using national and local systems as information and tracking mechanisms to enable a proactive approach to resolution and escalation processes including operational system pressures.

Take a key role in the team on the collection, analysis and presentation of data utilising all available routes and databases including both qualitative and quantitative information.

Undertake complex and detailed information analysis of specific projects/reports requiring high levels of concentration.

Organise and participate in relevant meetings coordinating the agendas and associated paperwork including the follow-on actions to ensure the agenda is moved forward. Chair the meetings where required.

Be responsible for the preparation of correspondence and complex papers, as directed by team managers.

Work with members of the team and key stakeholders to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions and the ongoing monitoring to inform further strategic direction.

Job responsibilities

The ICB Planning and Performance function will develop and implement an integrated approach to planning and performance development and improvement encompassing operational performance, quality and outcomes, service transformation, finance and managing the interface with NHS England. The team is required to work at pace often to short timescales, coordinating on behalf of the ICB the preparation of high level and complex information, including the interpretation of national policy, to a wide audience.

Core Responsibilities

As Planning and Performance Project Officer, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the West Yorkshire ICB. The post holder will support the Planning and Performance team in executing its functions effectively. This includes taking a lead role in ensuring all activities are well planned and managed effectively, taking a continuous improvement approach to ensure the successful delivery of the team objectives. The post holder will also be required to build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication.

The core responsibilities of the postholder will be to:

1. Take a key role in the operational management of the West Yorkshire Health and Care system through the System Coordination Centre (SCC), ensuring the ICB is compliant with the national required standards to continuously have oversight of the delivery of key services across West Yorkshire. This will include being on the rota to staff the SCC and having flexible working hours.

2. Support teams to ensure that the portfolio of tasks and projects are planned, coordinated and executed to achieve the agreed objectives and deliver targeted outcomes. This will include the development, implementation and evaluation of the tasks/projects through the provision of high-quality support including the planning, review, and analysis of complex information across a range of specialties.

3. Organise and participate in relevant meetings, coordinating the agendas and associated paperwork including the follow-on actions to ensure the agenda is moved forward and deadlines are met. Chair the meetings where required.

4. Take a proactive approach towards managing and prioritising their workload and ensure that all requests and arising issues and queries are appropriately recorded, escalated and followed through to ensure a complete response and maintain the integrity of the team.

5. Ensure and maintain accurate and open communication and co-ordination with a range of stakeholders across all levels of partner organisations and external and internal colleagues. This will include researching and drafting correspondence, papers and leading the development and execution of reports.

6. Support and inform the targeting and prioritisation of resources including monitoring of spend to ensure that all available resources are used wisely and effectively.

7. Be a key member of the team demonstrating a level of flexibility required to support the delivery of the teams objectives.

Main Duties and Responsibilities

Deliver against organisational, team and personal objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines demonstrating a high level of flexibility.

Test and review new concepts, models, and practices including the continued development and improvement of the SCC and the ICBs approach to the management of operational pressures.

Take a key role in the team on the collection, analysis and presentation of data utilising all available routes and databases including both qualitative and quantitative information.

Contribute to the management of performance information, taking a lead for specific projects.

Undertake complex and detailed information analysis of specific projects/reports requiring high levels of concentration.

Update, maintain, organise, gather, and analyse information to predict/meet future organisational and team needs by identifying best professional practice.

Contribute to the review and development of existing information management systems including the development of digital platforms to support the SCC.

Organise and participate in relevant meetings coordinating the agendas and associated paperwork including the follow-on actions to ensure the agenda is moved forward. Chair the meetings where required.

Be responsible for the preparation of correspondence and complex papers, as directed by team managers.

Contribute to the development and implementation of performance and governance strategies to support and inform future improvement programmes.

Lead on the development, implementation, monitoring and evaluation of new information systems and the development and maintenance of databases required to meet the teams objectives.

Support the development of internal and external communications where required by regular contact with ICB teams, stakeholders and the wider partnership.

Provide relevant and timely specialist advice and guidance on matters relating to the teams workplan where required.

Continually strive to deliver value for money to ensure productivity and greater efficiency with the directorate and wider ICB including the targeting of resources, monitoring spends, implementing, evaluating and delivery of plans.

Provide specialist training, advice and support on own role/responsibilities where necessary.

Contribute to ensuring there are processes in place for spreading and sharing learning and outcomes.

Contribute to and support the planning and performance directorates programme of work and, where required, lead specific projects and their evaluation and continuous monitoring.
