Job Purpose

RES has recently been awarded a contract to provide HV Safety From the System Services on the new East Anglia 3 offshore windfarm located off the Norfolk coast line (EA3). EA3 consists of 2 400KV DC converter stations 1 onshore and 1 offshore, 95 wind turbines generating 1.2GW of electricity and a control room. RES will be required to manage all aspects of electrical safety during the construction and commissioning phases of this project up to O&M handover.The successful candidate will be essential to the overall delivery of the project starting in the early phases supporting with the development of processes and procedures for the Control Room and supporting in the grid connection activities and onshore substation construction. The project Safety From The System will run from late Q1 2024 until Q1 2027 and will consists of a Service Project Manager (SPM), Lead SAP (reporting to the SPM), 400KV & 66KV SAPs, 400KV Co-Ordinator and 400KV Control Persons (reporting to the Lead SAP).The 400KV Coordinator will be primarily based in the Control, Monitoring and Management Centre and once the Control Room goes live estimated Q1 2025 will work a two weeks on and two weeks off shift pattern onshore. Key Accountabilities The responsibilities of the 400KV Coordinator include: Project specific activities: To plan and manage the daily activities Safety From The System SAP team Support the Service PM and Lead SAP in the setup of the Temporary Control Room, the development and implementation of the necessary procedures (alarms management, operational and administration procedures, interface with 3rd parties, to ensure its operational readiness. To review contractor risk assessments and method statements Responsible for organising authorisation of any works taking place during the construction phase if it involves electrical risk Monitor and supervise that the Employer´s requests are implemented on the Project Management of personnel shift patterns, compliance with local labour codes, replacement of personnel, etc. for the Control Room Ensure that Service Contractor personnel are timely and correctly mobilised to each site (and between sites, as applicable). Be the Control Room representative in the SIMOPS meetings. Coordinate and prepare Switching Schedules and safety documentation, prior to approval by the Control Persons, which is to be communicated to the SAP’s deployed in the field. To assist with monthly reports, in a format to be agreed with the Employer’s Project Commissioning Manager. Create and update (on a monthly basis) a commissioning risk register, compiling any risks and opportunities identified/anticipated by the Service Contract personnel and propose adequate mitigation measures (associated to the execution of the Work, the Project programme, . Specific Deliverables: Work with the Lead SAP on fault-finding strategies and associated documentation (. testing procedures, work instructions, RAMS, checklists, testing reports…). Along with the Lead SAP manage all the different completion and commissioning certificates (support in acceptance of) issued by the Employer’s Nominated Contractors for the different Project assets, including notifications/certificates declaring equipment ready to be energised. TSO boundary agreement WTG boundary agreement Support grid Compliance and other ‘Tests after Completion’ testing reports (review of and support in the acceptance of). Develop and update a Lessons Learnt register throughout the execution of the Works (report issuance and recurrent joint review as instructed by the Employer). Issue availability reports (of the Plant/WF). General Activities: Being the deputy Lead SAP and stepping up as and when required. Competency & Experience: Essential: Previous experience of managing all operational control aspects of a offshore windfarm, including windfarm operational control rooms Previous experience in development and implementation of site specific HV safety rules. Competent to ensure ‘Safety from the System’ and Safety Rules procedures are followed. Capable 0f overseeing electrical activities for the purpose of safety, technical review. Competent in the review of RAMS to ensure electrical safety is maintained. Skills & Qualifications: Essential: Strong approach to safe working practices Excellent communication skills Proven experience in team management and planning Is currently or has previously been authorised as a 400KV SAP and Control Engineer (Being authorised as a 400KV SAP for this role is a requirement) Experience in engineering or other relevant qualification, or equivalent industry experience IOSH Managing Safely or CITB SMSTS or equivalent Full UK driving licence Experience in engineering or other relevant qualification, or equivalent industry experience IOSH Managing Safely or CITB SMSTS or equivalent GWO’s to enable offshore visits Desirable: NEBOSH diploma Degree in Engineering
