Role: Financial Services - Transaction Monitoring (TM) Lead (VP) & AVP FinCrime

Location: London - Hybrid - likely 2-3 days in the office per week

Contract Duration: 6-month contract is likely, inside IR35 through an umbrella company

This is an exciting opportunity to join Deloitte Operations at the beginning of a large-scale, complex programme for one of our premier Banking clients. The Global Transaction Monitoring function provides the capabilities to execute the Transaction Monitoring (TM) Programme that enables the bank to; 

 

  • Maintain, enhance and govern TM capabilities across all business lines 
  • Meet its regulatory obligation to effectively monitor customer transactions and/or employee behaviour, identifying potentially suspicious activity
  • Ensure that the TM automated solutions are suitably fit for purpose, maintained, and optimised in accordance with the requirements of the banks risk appetite 


Overall purpose of the role


The role will focus predominantly on the development and optimisation of TM solutions for in-scope businesses, including;

  • Detailed model analysis within the TM area - conducting analysis of different TM systems currently deployed globally. In addition, there is a requirement to collaborate with various stakeholders (within Model Validation teams and outside) and answer queries related to model risk, underlying customer/transaction data and various parts of the model lifecycle.
  • Working to design and support the development, implementation and optimisation of automated TM automated solutions and capabilities
  • Collaborating with Global Surveillance leads, key Business, Operational, Technology and Financial Crime stakeholders to understand key priorities for the bank and identify enhancement opportunities
  • Enabling innovation within in the field of Global TM Optimisation opportunities
  • Lead, support and develop a team, augmenting individual capabilities to enhance all in scope TM systems and ensure they are effectively delivered, maintained and optimised

 

The Transaction Monitoring (TM) Vice President (VP) will lead deliverables for the successful management and delivery of critical strategic projects and BAU enhancement activities associated with the global TM automated detection portfolio.

As a champion of the Global TM Program, the candidate will have a key role, by providing SME specialist planning guidance and support, while also contributing to, and delivering the Global TM vision and strategy for all in scope business.

Key Accountabilities

The role holder will:

  • Work with colleagues to support the development, implementation and optimisation of Global Surveillance solutions and capabilities, including;
  • Supporting regular review & optimisation of Surveillance & TM solutions, maximising effectiveness and efficiency, and ensuring a risk-based approach is taken
  • Developing and operationalising bespoke monitoring and oversight solutions within our Financial Crime data sources, including rules, models, typologies, profiles and dashboards.
  • Ensuring Surveillance & TM solutions are rigorously built and embedded into routine processes, enabling proactive identification of money laundering and financial crime risks.
  • Develop new / innovative methods to visualise effectiveness of Surveillance & TM solutions
  • Support the development of the Model Risk Methodology (MRM) framework to ensure that it fulfils the requirements of the Internal Model Validation team and the wider Transaction Monitoring function, including;
  • Ensuring that all steps and assumptions made in model development are documented, can be replicated, and are assessed from a risk standpoint.
  • Asserting that findings in model documentation are stated accurately, particularly in instances where statistics / data science techniques are used in model methodology.
  • Supporting the development, validation and onboarding of new models, while incorporating essential requirements of the TM function.
  • Building knowledge on TM platforms by working with internal SMEs, to support with periodic model approvals.
  • Lead the data initiatives and the SME contact for data programmes. Drive the activities on behalf of TM EPT for data quality framework, data quality issues, critical data elements identification, data lineage and other data related topics according to Group Data Management Standard (GDMS). 
  • Collaborate with Global TM leads and key Business, Operational, Technology and Financial Crime stakeholders to understand key priorities for the bank and identify opportunities to enhance existing data/infrastructure/capabilities/processes, to maximise effectiveness and efficiency.
  • Support innovation within the field of TM, and data analytics, taking inspiration from pioneering teams within the bank, leading peer institutions, or from different fields altogether, to enhance TM capabilities within the bank.
  • Effectively manage the dependencies between the inter-linked projects and BAU activities to ensure that they each deliver the agreed outputs. These dependencies may be within or external to the programme.
  • Manage change control for areas of BAU and project requirements, scope and decisions relating to the outcome of impact assessments, recommending the appropriate way forward to key stakeholders
  • Collaborate with Global leads and key Business, Operational, Technology and Financial Crime stakeholders to understand key priorities for the bank and identify opportunities to enhance existing data/ infrastructure/ capabilities/ processes, to maximise effectiveness and efficiency

Essential Skills/Basic Qualifications:

  • Understand statistical models - their strengths and weaknesses, as well as performing and documenting testing approaches.
  • Experience in development of data visualisations/dashboards; preferably Tableau or similar (such as Qlikview, PowerBI)
  • Hands on experience of common Data Science tools, libraries and languages (SQL , Python, R, Scala, Spark)
    Technical skills in database, data structure, data model, data dictionary and data quality framework


Desirable skills/Preferred Qualifications:

  • Project Management related qualification preferred
  • Knowledge of regulatory environment and risk management with exposure to Financial Crime/Compliance matters
  • Familiar with Transaction Monitoring and AML
