Brief Description

You'll be responsible for revitalising Britain's railway, Network Rail is involved in some of the most diverse and ambitious ventures Britain's ever seen. Our Network Operations team plays its part by planning, operating, and maintaining the railway day-to-day. Each business unit – ‘route' – works closely with its customers and is accountable for improving customer service, safety, and performance, as well as providing a value-for-money railway.

As a Senior Engineer [Structures and Assessments] in the North West & Central assessments, you will be responsible for the successful delivery of the civils assessment framework agreement (CAFA) project.This project involves approximately 600 annual bridge assessments ranging from a simple Level 0 through to detailed Level 2 assessments requiring finite element modelling experience. With an emphasis on achieving capacity following Route Availability requirements, combined with Network Rail infrastructure dating back to the 1800s and consisting of a wide range of construction types and materials, this represents a unique and exciting challenge for the successful candidate.

Day to day you will need to manage the external suppliers and liaise with other Network Rail project teams and the wider structures asset management team. Strong communication skills are therefore essential. In addition, you will be expected to act as a technical lead providing structural engineering expertise and guidance to other Assessment Engineers within the team. You will also assist the current engineers with the management of sub-standard structures and with the development of interim mitigations and permanent intervention measures.

What will you be doing?

1.Provide expert advice input and support associated with the provision of services for our customers and suppliers.

2.Support professional leadership for a designated engineering discipline.

3.Provide expert advice, support and input to technical accident and incident investigations.

4.Support the setting of policy and standards, operational processes and systems. Manage the design and delivery of programmes for the development of technical capability required within Network Rail, including the competence framework and effective training materials.

5.Provide the technical input to the development of the standards, specifications, means of compliance and KPIs for Asset Management, including system risks. Support engineering analysis and risk assessment, including assessment of applications for derogations and non-compliance.

6.Discharge Network Rail's CDM related duties as required by company process.

7.Support the development of strategy, technology and assets across functions and with industry partners. Liaise with product manufacturers, including external stakeholder e.g. TOC and provide input into the acceptance processes.

8.Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.

9.Identify opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required.

10.Support Engineering Verification activities.

11.Act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality.

12.Represent Network Rail externally to the industry and input to European issues as required.

13.Integrate and co-ordinate activity across different engineering disciplines and contribute to the development of engineers within the practice.

In order to be successful in this role, we would like you to be/ to have:

·Degree or equivalent in a relevant discipline or able to demonstrate an equivalent level of experience (Level 6)

·Membership in a relevant technical body

·Broad technical engineering experience

·Project or financial planning and management experience

We would also like but it isn't crucial to be/to have:

·Management or supervisory experience

·Chartered status

·Formal Project Management qualification (e.g. APMP, PRINCE2, PMIP, MSP)

·Proven ability to manage commercial, contractual, and financial issues

·Knowledge of the railway industry and an understanding of railway infrastructure
