Major Programmes – East Midlands

Electrification of the Midland Main Line

The Major Programmes - East Midlands portfolio is currently undertaking a major £1b+ framework procurement event to secure delivery partners for the scheme which is anticipated to ‘go live' in Spring 2025. Additionally, there is over £500m of ‘inflight' delivery taking place currently too for the earlier route sections, and renewals and enhancements of the OLE in the southern geography of the MML. There are also a number of minor legacy enhancement schemes in the process of being closed out and handed over.

The Programme Commercial Manager (PCM) role will be accountable for all commercial and procurement activity on the MPP-Midlands portfolio, with responsibility for a team of approximately 20 C&P personnel made up of both Network Rail employees and consultants. The PCM will sit on the MMLE Senior Leadership Team supporting the Principal Portfolio Manager for delivery, reporting into the Head of Commercial Delivery [Major Programmes]. Enthusiasm for the programme, a passion for challenging norms and excellent people leadership skills are key to this role. MMLE's vision is to be the ‘catalyst for future decarbonisation' needs leaders with a keen focus on culture and a willingness to drive the behaviours necessary to achieve the programme's outcomes. The successful candidate will be working out of the Derby office as well as hybrid working arrangements. About the role (External)

Key Accountabilities –

1.Functionally responsible for all the commercial management work. Agree with Principal Portfolio Manager the contract strategy for all projects in their area to facilitate timely and efficient implementation.

2.Develop and deploy a robust Commercial Strategy for the management and control of the Programme. This will include development of a work packaging strategy together with plans for effective cost management.

3.Develop a Procurement Strategy for the works, including the processes for the selection of suitable Contractors and Consultants. Agree with the Principal Portfolio Manager the appropriate supplier engagement model for each work package in the Programme. Compliance with OJEU legislation.

4.Lead the management and resolution of legal and/or commercial disputes in own area of expertise in conjunction with Functional commercial management and the Principal Portfolio Manager.

5.Confirm that all Financial and Commercial reports produced by the Programme are clear and accurate.

6.Check that all Financial variances are investigated and reported accurately to the Finance Director and Principal Portfolio Manager, with appropriate mitigation plans.

7.Continuously monitor, review and improve the programme financial and commercial strategies in the interests of the Programme.

8.Confirm that appropriate financial budget and authority is in place for all packages in the Programme. Maintain compliance with Investment Regulations.

9.Establish appropriate control and audit regimes to achieve adherence to Network Rail's procedures, relevant Railway Group and Network Rail company standards.

10.Manage the deployment of commercial resources within the Programme and arrange additional support if needed.

11.Mobilise Estimating and Risk Management support for Programme activities as required.

Essential

·Knowledge of the use and application of construction industry conditions of contract.

·Educated to degree level or equivalent and professional qualification.

·Experienced staff manager and negotiator.

·Demonstrate experience of resolution of construction contract disputes and robust post contract management.

·Relevant railway and/or construction experience.

·Knowledge of commercial contract management and estimating.

·Demonstrable experience of actively building internal and external network to support delivery.

·Demonstrable experience of coaching and addressing team and individual capability requirements.

·Demonstrable experience of partnering across functions and boundaries.

·Demonstrable experience of translating business's goals into clear priorities and responsibilities

·Demonstrable experience of assessing the impact of decisions on customers, with consideration of value for money and business priorities,

Desirable 

·Educated to degree level or equivalent and relevant professional qualification (MRICS, CICES or CIPS).

·Demonstrate experience of resolution of construction contract disputes and robust post contract management.

·Experience of the management and review of contractor's interim and final accounts.
