Job summary

The post holder will work across all domains of the Integrated Care System to support the delivery of Diagnostic Transformation agenda, particularly supporting the successful development and implementation of workforce related projects outlined in the Diagnostics Workforce Strategy, supporting the NHS Long Term plan and aligned to the strategic objectives of the systems Cancer and Diagnostics Delivery Improvement Boards.

Main duties of the job

Establishing priorities for workforce for the cancer and diagnostic programmes in discussion with SRO and collaboration with all system partners. Developing implementation plans that reflect and will deliver on the priorities, including interpretation of relevant national policies.

Provide subject matter expertise where required on both a day-to-day basis and to the identified workstreams within the cancer and diagnostics plans, applying critical thinking to advise on pros and cons of proposed workforce changes and developments, offering knowledge in these areas and suggesting improvements and changes and ensuring they are embedded within daily practice. Contribute to programme plan development utilising existing evidence and local knowledge, building in continuous evaluation to support future planning and sharing of best practice, including the ICS Local People Plan Act upon the recommendations in the recently published workforce strategy Regularly review and revise the workforce strategy in collaboration with system partners considering changes in local, regional or national policy

Job responsibilities

Job Purpose:

Work across cancer and diagnostics networks to inform system workforce opportunities. Support development and implementation of cancer and diagnostics career pathways: Endoscopy; Radiography: Associated administrative pathways Undertake wider research relating to local to international initiatives and use learning to inform decision-making regarding workforce changes and sharing this knowledge with colleagues. Responsible for ensuring the work programme is aligned to and supports delivery of relevant National Cancer Policies and policy development across the localities , increase in 1-year survival, increased screening uptake, improved patient experience, earlier stage at diagnosis. Develop local metrics to demonstrate this where national measures are unavailable. Contribute to the national NHSE/I, regional, and local reporting and planning processes as required. Ensure that patients are at the heart of all decisions affecting policies, protocols and delivery of care. Work closely with Clinicians and partners to identify vulnerable/unsustainable services and support the process to enact any changes needed to improve these services and enhance patient care across our ICS footprint. Make informed judgements as to the most effective improvement tools and techniques to apply to deliver the desired outcomes and apply these as appropriate. Proactively challenge in a constructive and supportive way, current working practices, offering expert advice and guidance as necessary to promote a culture of continuous improvement. Ensure internal and external key stakeholders, including patients and the public, have effective opportunities to engage in service transformation programmes/projects/lean events, enabling them to contribute, influence and progress the implementation of improvements to facilitate collaborative working and mutually beneficial outcomes. The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders, including primary care; secondary care; West Midlands Cancer Alliance, third sector organisations and public health.

Contribute to short, medium and long term business plans, achieving quality outcomes.

Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes.

Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.

Service Development and Research

Contribute to the development of key performance indicators for the successful assessment of individual and workstream success

Delegate aspects of Research and Development activities, collating information, analysing and reporting findings.

Patient/Client Care

Work collaboratively with stakeholders to deliver experience based design projects as part of the community diagnostics centre provision and extended diagnostics services across Birmingham and Solihull

Work collaboratively with patient safety at the ICB where concerns in relation to service delivery/commissioning are identified.

Responsibility for Policy/Service Development

Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to, service or initiative management.

Support the development of policies and procedures in own work function with an impact on the wider organisation, as required.

Contribute to and participate in the annual business planning cycle.

The postholder will be responsible for cultivating and maintaining effective relationships with Workforce Workstream participants. This pivotal role involves ensuring that objectives and key deliverables are not only achieved but are also delivered within stipulated timelines and budgetary constraints. By fostering collaboration and clear communication, the post holder will play a vital role in the successful execution of the Workforce Workstream initiative

The post holder will work to deliver key priorities of the Diagnostics and Cancer Delivery Plan, Diagnostics Workforce Strategy and work with the Cancer and Diagnostics Workforce workstream lead to progress agreed deliverables

The post holder will be expected to work along system colleagues and stakeholders to progress agreed deliverables and provide regular updates to the relevant Boards and working groups.
