Job summary

Greater Manchester Mental Health NHS Foundation Trust is seeking to appoint an Associate Director of Clinical Effectiveness & Assurance to provide senior oversight,leadership and guidance across the organisation. The post holder will ensure frameworks, systems processes and assurance are in place for a variety of functions including clinical standards, clinical audit, clinical effectiveness, PALS/Complaints and that they are robust, will withstand regulatory scrutiny, compliance is monitored and reported and effective remedial actions are implemented.

This role will provide the successful candidate with an opportunity to establish and develop a high performing clinical effectiveness and assurance function across a multiple site organisation that is part of and supported by a forward looking and ambitious Clinical Governance Directorate

Main duties of the job

- Ensure that Clinical Governance frameworks and processes areembedded within Corporate and Care Group structures, to providethe organisation with assurance that patients receive effective highquality care. Where issues are identified via assessments,complaints, audits, external reviews, inspections etc. that remedialactions are put in place and monitored to reduce the likelihood ofreoccurrence, lessons are learnt and shared.

- Ensure that there is Ward/team to Board assurance, clinicalgovernance processes and clinical governance frameworks, thatare fit for purpose.

- Direct the management of the Clinical Governance function viaheads of departments and senior managers through to the CareGroups, quality assuring activity and working with commissioners toensure that contractual requirements are met.

- Ensure processes are in place to demonstrate robust compliancewith external standards for clinical governance across the Trust.

Education/Qualifications

Essential

Masters degree qualification or significant demonstrable equivalent experience working at a senior level in clinical governance, risk and safety. Educated to degree level or equivalent training and management experience. Evidence of active continued professional development to support the delivery of a senior leadership role

Desirable

Project management qualification or equivalent experience.

Demonstrable experience of working in a large, complex NHS or other healthcare setting Demonstrate achievement of successfully introducing and managing large scale change Demonstrable experience of effective line management. Evidence of representing a large organisation externally. Experience of chairing and managing sub-board level meetings effectively. Demonstrable experience of working in a leadership role in clinical governance NHS Trust including CQC improvement, clinical standards and assurance. Demonstrable experience of the NHS strategic agenda and implementing this in practice. Demonstrable experience of budget setting and managing a budget. Establishing, leading and managing organisation wide integrated governance frameworks that withstand regulatory scrutiny. Comprehensive knowledge and expertise regarding key NHS issues including national and local policy drivers and frameworks Extensive knowledge and expertise in clinical and integrated governance and how this is applied systematically across a large complex NHS Trust. Significant knowledge and experience of regulation, inspection preparedness, complaints/PALS, the management of clinical standards and devolved clinical governance.

Excellent report writing and presentation skills. Ability to handle multiple work streams/teams and deliver against targets/ KPIs on time . Excellent influencing and negotiating skills. Excellent leadership, line management skills to include all aspects including recruitment, disciplinary, grievances and sickness/ absence. Ability to set and monitor standards for service provision and achievement of targets. Strong networking skills Excellent facilitation skills. Ability to deliver sensitive and potentially contentious information to a variety of audiences. Produce clear, accurate, written and verbal reports at Board level which at times may include contentious and/or sensitive material. Relate to and influence clinical staff, managers, education and research colleagues in both junior and senior positions. IT Literate to a high standard. Ability to balance and manage multiple agendas and meet deadlines. During CQC inspections and in the pre and post inspection period, there is a requirement to work longer hours which may also be unsociable - depending upon the challenges of the given inspection.
