Role Responsibilities 

We have a number of exciting transformations happening within the business and we have a newly created role for a Delivery Director who will work as an internal consultant supporting the Chief Executive Officer, Executive and Senior Leadership Team on policy decisions and strategic direction to deliver all critical major projects and complex minor projects specifically with a focus on construction projects.


You will be tasked with a complex portfolio of transformation and through innovation, energy, positive leadership and direction, you will help design and deliver these transformational projects and look for opportunities on how we deliver specific projects more effectively and efficiently driving continuous improvements in TfW delivery of projects.


The central challenge is to provide robust leadership in regard to critical capital expenditure projects, acting as the internal ‘font of knowledge’ and shaper/driver of excellence with delivery partners at a time of significant change and investment. An example would be the Cardiff Bus Interchange.


Responsibilities will include but not be limited to –

• This role is to focus on major projects and complex minor projects.
• The role will work with ELT & SLT (Senior Leadership Team) members on complex projects specifically focusing on construction project.
• The role will act as internal consultant to all internal projects and look for opportunities on how we deliver specific projects more effectively and efficiently driving continuous improvements in TfW delivery of projects.
• Provide institutional leadership and articulate a clear and compelling vision for change using evidence-based business cases including resource/budget implications.
• Design projects that are credible with respect to costs, benefits, resourcing, timescales, governance, risk management and organisational capacity.
• Challenge the status quo and provide specialist hands-on guidance and support to the CEO and Executive Team whilst making a key contribution to the wider customer and colleague culture change that TfW requires to realise its Vision.
• Conduct relevant horizon scanning and external benchmarking for best practices / new ways of working in delivering efficient and effective projects, increased productivity, and improved service delivery.
• Work with and support Project Boards and others as required. Provide timely reporting of all projects and programmes to the Boards and provide strong governance and oversight of all projects.
• Working with external partnerships including (but not limited to) local authorities, Welsh Government, and other public bodies.
• Working collaboratively and influencing Senior Leadership, Management and critical key stakeholders in a complex and changing environment.
• Lead the relationship and interfaces with all of TfW’s delivery partners for major projects on all governance and assurance activities at all levels to support the strategic objectives and responsibilities to all internal and external stakeholders.
• Working collaboratively with the Infrastructure delivery teams and partners to discuss best practice and future changes to ensure continuous improvement to TfW project delivery.

Who we're looking for -

• A significant track record in project delivery, strategic transformation and programme management delivering large, cross organisation programmes that have resulted in transformational change and improved outcomes for key stakeholders.
• Able to demonstrate experience in having performed a similar position or equivalent seniority as an executive leader.
• Experience in positively challenging thinking at an organisational-wide level to create better outcomes for customers, communities, and the organisation.
• Knowledge of mobilising and delivering to budget both tactical small projects and large complex projects reviewing multiple stakeholders.
• Able to engage and deliver within a regulated environment.
• Have a strong construction understanding – but also ideally of other disciplines . engineering.
• Focuses on the outcome. Able to challenge and improve disproportionate organisational processes / thinking where it impacts on delivery.
• Detailed working knowledge and understanding of programme and project management methodologies with the ability to deliver a programme of Alternative Delivery Models

Welsh Language Skills

The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role.
