Job Description

The role of Programme Manager is responsible for the strategic and operational management of the nominated Diabetic Eye Screening Programme (DESP).  This involves working with and across a wide range of stakeholder organisations.  The post holder will ensure the programme is delivered in line with national screening standards, providing an excellent quality patient-centred service with the ultimate aim of reducing sight loss due to diabetic retinopathy.

The postholder is directly responsible for staff, performance, finance, quality, governance, reporting and service development and improvement.

Main Responsibilities

  • Deliver a retinal screening programme compliant with NHSE national screening and grading guidelines and standards.
  • Ensure the overall safe running of the programme including but not exclusively service user call/recall timeframes, exclusions and suspensions, accurate administration and failsafe of all pathways.
  • Accountable for attainment of service standards and key performance indicators, responding to below standard performance in a timely and strategic way.
  • Responsible for staff retention, development and wellbeing, ensuring the workforce is right-sized and appropriately skilled at a level that meets quality standards on screening and grading in order to deliver targets. 
  • Regularly review and respond to risks, incidents, complaints and compliments, using feedback to shape service and staff improvements.
  • Monitor the programme’s performance against NHSE/NSP DES Standards quarterly reporting.
  • Maintain professional productive working relationships with NHSE commissioning, contracts and regional screening QA teams.
  • Support the Senior Management Team to deliver a cost-effective programme within budget, regularly reviewing revenue and spend.
  • Analyse trends in the diabetes population and care pathways, alongside demand fluctuations, adjusting capacity to meet demand and target non-engaging service user groups.
  • Promote screening in the diabetes healthcare community to increase uptake and reduce health inequality, particularly in hard to reach cohorts.
  • Collaborate with the programme Clinical Lead to lead and manage service delivery and quality assurance, grading skills attainment and maintenance.
  • Line manage the Deputy Programme Manager/Team Leader.
  • Ensure all equipment is fit for purpose, safe and compliant with national screening standards.
  • Manage and monitor service level agreements with contractors and clinic venue providers.

This role also directly influences diabetes healthcare community stakeholders and the post holder is expected to work with and support:

  • GPs and Diabetes Practice Nurses
  • Hospital Eye Services (Ophthalmology Depts.)
  • Other Diabetes professionals like endocrinology, paediatrics, dieticians, maternity services, community specialist diabetes nurses, podiatry.
  • Health and wellbeing services like Health watch, Diabetes UK, ICB.

The post holder will:

  • Maintain qualifications and standards relevant to their role, undertaking continuous professional development as part of their quality assurance.
  • Work within and adhere to policies and standard operating procedures for NEC and NEC Care, and complying with national standards.
  • Ensure all documentation of a sensitive nature and containing Personal Identifiable Data (PID) is disposed of in a secure a proper manner in line with UK Data Protection Act 2018, UK GDPR and Calidcott Principal Guidelines. 
  • Maintain safe, risk-free working practices and environment in compliance with local and organisational policies and protocols.
  • Hold a full driving licence and preferably your own transport, with willingness to travel to and from screening venues, hospitals, conferences and other places of work within the programme area.

This role is exempt from the Rehabilitation of Offenders Act 1974. 

Successful applicants will be required to provide full details of any previous cautions and convictions and undertake an enhanced disclosure with the Disclosure & Barring Service upon entry and thereafter every 3 years.
