Job summary

An exciting opportunity has come up for a Senior Programme Manager to join the Elective, Cancer and Diagnostic Team to support the development of an ophthalmology improvement workstream, which includes pathway redesign, service developments, improving productivity and system level co-ordination to ensure sustainability of services and improved outcomes for patients.

The ICB is looking for an enthusiastic individual to lead this work programme, working closely with clinical and operational teams at system level to facilitate delivery of service improvements across ophthalmology services.

Main duties of the job

As Senior Programme Manager for the Ophthalmology work programme, the successful candidate will be responsible for leading and facilitating delivery of the following:

Service developments for the ICS, including cataract gateway and the ophthalmology care pathways; Building effective engagement between primary, community and secondary care based services to support delivery of service and pathway improvements across the ophthalmology workstream; Supporting the development of strong working relationships with multiple teams and organisations across the ICS, to further health and care delivery and improve patient outcomes; Reviewing and evaluating performance and delivery, identifying areas for improvement and transformation by either individual organisations or by place or collaborative arrangement across the ICS system. Using an in-depth knowledge and experience of operational healthcare management to influence, plan and review provision with a focus on identifying areas for improvement and service redesign.

Job responsibilities

The key duties and responsibilities of the role will be as follows:

Apply evidence-based practice around population health management, personalisation and prevention with specific attention to reducing health inequalities across the system for ophthalmology care pathways. Contribute towards the implementation of Elective, Cancer & Diagnostics transformation and delivery, specifically around ophthalmology. Promote continuous improvement and innovation in care pathways and delivery of care, incorporating engagement by senior clinicians and operational leads, particularly around implementation of Further Faster and GIRFT principles. Review and set out a model for a single point of access for the ICS to consider. Lead on the interpretation and implementation of national guidance and best practice in ophthalmology care, working alongside clinical leads. Apply exemplary communications skills to deal appropriately with very sensitive information about performance and change. Engage patient representatives, patient groups and other stakeholders to secure beneficial change and the most effective outcome for patients.

In general, the post holder will also be required to:

Operate effectively in a flexible and demanding environment and proactively engage with stakeholders. Proactively build good working relationships and provide information and advice to a wide range of internal and external stakeholders on a range of business sensitive issues. Deliver reporting requirements including system reporting, improvement plans and highlight reports. Participate and inform the organisational and system-wide prioritisation processes. Provide and receive highly complex, sensitive and contentious information, including presenting information about projects and dependencies to a wide range of internal and external stakeholders in formal settings. Manage potentially aggressive and/or antagonistic situations with stakeholders within change programmes for successful outcomes. Deal with complex and conflicting day-to-day workload including workshops, meetings, one to one communications and events. Employ effective communication, negotiation and influencing skills to enable stakeholder relationships to deliver objectives over the duration of the tenure/project/ programme. Develop effective relationships with the provider organisations to support the delivery of effective health and care services. Develop effective service specifications and liaise with colleagues in contracting or at Place to ensure that these are effectively commissioned and monitored. Undertake engagement events and opportunities with patient representatives, patient groups and other stakeholders to ensure that lived experience and front-line practitioners experience inform the scope, delivery and decision-making of projects. Relevant degree-level qualification or higher QSIR / PRINCE 2 or similar project management qualification

Desirable

Post-graduate qualification or equivalent experience in healthcare commissioning
