The postholder will support the strategic and operational development of the regional quality strategy and plans, specifically in relation to the Ockenden (and other maternity reviews) recommendations.
The post is one of three and whilst each post will have a specific portfolio including some aspects of workforce, digital, continuity of carer and personalisation, and research, the role will also be responsible for:
supporting professional and clinical leadership across the region.providing guidance and support on patient safety, regulatory matters, clinical governance and quality improvement as related to the published Ockenden review (and other maternity reviews) and subsequent recommendations
Main duties of the job

support the Regional Chief Midwife and Deputy Chief Midwife to establish effective systems and processes to ensure compliance with Ockenden (and other maternity reviews) across the region, systems and provider trusts. lead the provision of an efficient, effective and high quality professional and well-co-ordinated support service enabling trusts and systems in meeting all statutory, regulatory and NHS requirements. continue to develop and lead a regional professional midwifery advocate networksThe post is part of a wider team covering the Midlands, with a complex work programme to support the improvement of perinatal services across the region

Person Specification
Knowledge and experience
Essential
Demonstrable experience at senior manager level in a healthcare environment. Subject matter expertise across a number of key areas relating to patient safety, clinical governance and quality improvement. Knowledge of nursing and midwifery practice and education policy Experience or knowledge of midwifery care across the whole maternity pathway including community, acute and pre hospital care Knowledge of IPC practice and policy Understanding of the NHS and care system, political environment and evidence-based approach to decision making Understanding of the political and cultural complexity of the NHS Knowledge of how to apply different approaches to change across the health service Evidence of post qualifying and continuing professional development Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations. Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes Experience of management of staff/ functions Knowledge and experience of quality improvement methodology and / or clinical governance experience in a trust or system

Registered midwife with extensive experience, current registration with NMC. Educated to master's level or equivalent level of clinical experience at a senior level of management
