Primary Care Contracts and Development Manager

Job summary

The Primary Care Contracts and Development Manager will be required to provide operational management to the Federation and oversee Primary Care clinical and non-clinical contracts management. This is an exciting development opportunity for an organised and experienced Primary Care Contract and Development Manager, who can provide operational management and enjoys working flexibly at a fast pace, has excellent communication, analytical and problem-solving skills and enjoys developing and maintaining relationships with multiple stakeholders. The post holder will play a key role in supporting the organisational development, overseeing service performance and delivery, contract management, sustainability, and providing their expertise on the long-term strategic planning of primary care services across Havering.

Main duties of the job

Responsible for overseeing and resolving contract management issues that arise in Primary Care

Support the growth of the business by developing the reach of Primary Care services and support to our PCNs and Practice

Provide operational management and support to the Federation to strengthen and drive development across multiple areas

Responsible for providing direction and overseeing the delivery of all clinical and non-clinical KPIs within your teams

Oversee, support, and manage Primary Care Contracts, including the LIS/DES/QOF requirements of our member practices and services we deliver

Demonstrate appropriate analytical ability, comprehension skills, intellectual capacity and knowledge of relevant contract/legislation, regulatory frameworks, performance management, clinical governance, and financial arrangements.

Contract management in line with primary care regulations and guidance

Manage and work to resolve complaints.

Responsible for assessing risk, managing risk, and escalating risk of any contract or service you are overseeing.

Support and inform the targeting of resources, monitoring, implementation, and evaluation of the tasks/projects by providing high quality support including complex information and analysis, communications, and stakeholder management.

Support the procurement of new contracts

Managing high level financial budgets and identifying data driven efficiencies across contracts and services

Deal with Primary care disputes and manage contract specific risk.

Havering Primary Care Networks (PCNs) aregroups of GP practices that have come together to work more closely together toimprove the quality of care for patients in Havering. There are five PCNs inHavering: Crest PCN, North PCN, South PCN, Liberty PCN and Marshalls PCN. ThePCNs include a wide number of staff and skill mix, including the ARRS(Additional Reimbursable Roles Scheme - Staff) and Havering Health supports therecruitment of for the PCNs. The ARRS staff provide a valuable resource andadditional services to the PCNs and Practices in supporting the delivery ofhigh-quality and integrated care to patients across Havering. This staff groupsupports the other hard-working staff in general practice.

Dealwith Primary care disputes and manage contractspecific risk registers, seeking opportunities to introduce risk mitigationmeasures, ensuring regular risk reviews are undertaken.

Communicationand Engagement:

Work collaboratively with ICB and PCNs to foster aculture of working together and promote best practices across Havering.

To work as a flexible member of the Federation,providing support to other team members when necessary.

Build good relationships with all stakeholdersinvolved across the Havering Borough Partnership and across NEL ICS.

Represent the Federation at internal and externalmeetings in a professional manner and deputise as required.

Be a key member of the team as well as supportingeffective communication and stakeholder management, both internally andexternally

Training may need to be undertaken outside ofnormal hours, and off site.

Experience

Essential

Discretion when dealing with sensitive information and issues, full confidentiality imperative. Working at senior management level within the NHS Managing Primary Care Contracts, LIS/DES/QOF requirements Experience in consultation and negotiation Experience of change management, managing resources well and ensuring services are delivered. Good IT skills, using databases and producing reports using Microsoft Office and/or other tools such as NHS Dashboards Ability to work independently and meet deadlines Experience of managing and mentoring staff Ability to produce high level reports, contracts, project plans Working with multiple stakeholders of all levels , multi-disciplinary stakeholders, local authority, acute sector, voluntary sector

Desirable

Experience of working within Primary Care including service provision within Primary Care and/or community care settings. Managing budgets and experience of dealing with complex and high-level financial detail Providing operational management and organisational development across the organisation
