Job summary

An excellent opportunity hasarisen for an Assistant Estates Officer to join the Worcestershire AcuteHospitals NHS Trust Estates team. The Estates teams main objective is toproactively work to provide assurance that our premises and Estate are in thebest possible condition and compliant with the relevant Building regulations,relevant NHS Estates guidance and statutory regulations.

The post holder will beresponsible for all aspects of Building Services, and Estates maintenance within WAHT. Day to day the post holder will act under thedirection of an Estates Officer and will act as Deputy site lead at KTC / AHR.

Main duties of the job

The post holder will beresponsible for all aspects of Building Services & Estates maintenance within WAHT. Day to day the post holder will act under thedirection of an Estates Officer and will act as Deputy site lead at KTC / AHR.

The post holder would be expected to take on Authorised Person duties withinthe Trust. The job will require thepost holder to ensure statutory / mandatory compliance. The post holder will also be expected toassume site lead responsibilities in the absence of the Estates Officer.

Monitor and enforce the standards ofmaintenance carried out by in-house staff or sub-contractors

Manage statutory and mandatoryrequirements, in line with statute and best industry practice

Assist in implementing a robustplanned preventative and corrective maintenance systems

Maintain up to date assetregisters, PPM records

Ensure the standards found inHealth Technical Memorandums (HTMs) and other applicable documents areunderstood and followed wherever possible

Liaise and communicate and workwith the Capital team

Participate in site Safe Systemsof work act in the capacity of AP, manage CPs

Participate in out of hoursEstates on call rota, act as initial contact for any Estates basedissues.

Job Title: Assistant Estates Officer

Responsible to: Head of Estates & Technical Services

Accountable to: Director of Estates & Facilities

Responsible for: Assist in the provision of a professional Estates Management service for Kidderminster and Alexandra Hospital Redditch. Management of directly employed trade staff and Contractors. Assist in ensuring that sites are maintained and compliant with applicable statutory and NHS Mandatory Standards across the Worcestershire Acute Hospitals NHS Trust Estate.

Liaises with: Senior Managers, Clinical staff, Estates Managers and Staff, Health and Safety Advisor, Finance, Human Resources, Statutory Professional Bodies, External Statutory Professional Bodies, External Contractors, Estates and Facilities Colleagues at other Trusts and Contracts.

Summary:

The post holder will be responsible for all aspects of Building Services maintenance within WAHT. Day to day the post holder will act under the direction of an Estates Officer and will act as Deputy site lead at KTC / AHR. The post holder would be expected to take on Authorised Person duties within the Trust and would ideally be able to offer Medical gases pipeline systems (MGPS) Authorised person, HV/LV AP and an additional Authorised person discipline. The job will require the post holder to ensure statutory / mandatory compliance. The post holder will also be expected to assume site lead responsibilities in the absence of the Estates Officer.

Assist in leading the Maintenance team, in a way that achieves maximum flexibility and productivity for the Trust.

Act as EO in the event of any EO being absent

Monitor and enforce the standards of maintenance carried out by in-house staff or sub-contractors (on plant and equipment managed by the estates department)

Manage statutory and mandatory requirements, in line with statute and best industry practice

Assist in implementing a robust planned preventative and corrective maintenance system to ensure the efficient operation, compliance and integrity of the Estate

Maintain up to date asset registers, PPM records and other applicable records

Ensure the standards found in Health Technical Memorandums (HTMs) and other applicable documents are understood and followed wherever possible

Assist in creation and implement departmental procedures and policies

Follow the directions of Estates management team and Trust SFIs to ensure the Estates budget is followed

Liaise and communicate and work with the Capital developments department on all aspects of projects that have an estates department impact.

Participate in site Safe Systems of work act in the capacity of AP, manage CPs and ensure the systems and all required records are maintained in accordance with the relevant standards

Participate in out of hours Estates Officers on call rota, act as initial contact for any Estates based issues, advise site and off site staff and managers appropriately and if necessary escalate issues that they cannot manage alone

Provide and receive complex information. Communicates Estates Policy, technical information to Estates tradestaff, contractors and consultants.

Knowledge, Training & Experience

Professional and specialist knowledge including legislation to HNC / HND or equivalent including evidence of relevent professional courses and be able to demonstrate Continuous Professional Development. In depth Technical, FM, H&S knowledge.

Analytical & Judgemental Skills

Understand and act on complex facts, requiring analysis, interpretation, consideration of ranges of options. Ability to make judgements across wide range of estates issues taking into account technical solutions/aspects, legislation, Health, Safety and Environment, conflicting demands. Ability to create reports which allow management to understand and act on complex issues

Planning & Organisational Skills

Assist in developingthe annual PPM planner to ensure Statutory / Mandatory compliance. Assist in managing capital and revenue projects Assist in Implementing Trust and departmental objectives. Ensure site safe systems of work are adequately manned in and out of normal working hours

Physical Skills

Highly developed physical skills where accuracy is important including the manipulation of fine tools/instruments, equipment, and materials. Use of CAD, surveying, and measuring and recording instruments.

Responsibility for Patient/Client Care

Incidental contact with patients.

Responsibility for Policy/Service Development

Assists in formulating, reviewing and implementing estates policies across the Trust. Assists in the implementation of and improvement of service development and across the Trust.

Responsibility for Financial and Physical Resources

Supports Estates Officer in managing revenue budget to achieve value for money solutions. Works with Estates Management to set up estates contracts. Manage in house labour efficiently and cost effectively

Responsibility for Human Resources

Management of Trust Estates Tradestaff .

Responsibility for Information Resources

Regular requirement to use computer software to develop and create reports, documents and drawings. Responsible for maintaining one or more information systems. Responsible for the collection and analysis of data for strategic and operational purposes. Responsible for the collection of statutory and mandatory data returns. Responsible for the procurement and establishment of the means to manage, store, manipulate and report all forms of data, information, reports and surveys.

Responsibility for Research and Development

Assists in undertaking a range of estates condition surveys and compliance audits. Analises surveys and audits based on recognised Trust estates performance indicators. Creates reports clearly identifying the implications to the Trust.

Freedom to Act

Responsible for interpreting legislative and other policy requirements on estates matters incorporating impacts on Facilities and Technical Services and advising both the Director of Asset Management and ICT and Head of Estates / Principal Engineer on appropriate estates related matters Ensuring that programming and coordination of works within the Trust is arranged to minimise impact on clinical services and is delivered in the most effective manner, aligning with the Trusts strategic objectives and Standing Financial Instructions. Ensuring that commissions and orders are procured in the most effective manner and in accordance with Statutory and Trust requirements, Financial Instructions and obligations.

Qualifications

Essential

Engineering or building services HNC or ONC/C&G if equivalent relevant experience can be demonstrated. Health and Safety qualification - IOSH managing safely, Management qualification to level 3

Authorised Person, or experience of: High Voltage Low Voltage Medical Gas Boilers and Pressure systems Ventilation

Experience

Essential

Experience of supervising an Estates team in an acute hospital or equivalent environment. Experience of safe management of contractors. Experience of managing safe systems of work in a healthcare or equivalent environment Experience managing tradestaff. Experience using / managing CAFM software
