JobSummary:

This role willreport to a HR & OD Business Partner who is allocated toprovide Strategic Human Resources support to a group of ChiefOfficers with regard to their cluster of services. This servicesupport may alter to respond to service delivery requirementstherefore giving the post holder an opportunity to support eachBusiness Partner with specific tasks and a diverse range ofprojects and experience across services.

The totalcouncil workforce is around 5300 this includes schoolbasedemployees.

The workforcestrategies include the Council s Organisation and DevelopmentWorkforce Strategy which supports the Council plan and the SocialCare Workforce plan. This plan supports the recruitment anddevelopment of the social care sector including externalproviders.

The postholderwill be assigned to a portfolio of services and allocated toprojects commensurate with expertise and fordevelopment.

Keyduties(sample):

Provideprofessional advice to departments and/or schools Chief Officersother Managers Headteachers (including as required attendance atappropriate meetings e.g. schools DMTs. Toadvise on HR & OD policies and procedures terms andconditions of service and employment legislation to ensure thatemployees in all services are managed in a fair and consistentway.

Contribute tothe delivery of the Council s priorities e.g. A modern andresilient Council the Organisation Development and Workforcestrategy Social Care Workforce Strategy workforce planninginitiatives and other plans across the Authority as a member of theHR & OD team. Contribute to thedevelopment and delivery of recruitment and retention initiativesincluding the social care sector as part of the priority board workand other identifiedneeds.

To be thedesignated adviser allocated on a range of projects or work streamto develop coordinate and contribute so that changes areeffectively introduced and integrated into services. To providespecialist professional advice guidance and support to the projectincluding appropriate coordination development work research policyreview improve and modify procedures including HR & ODservice improvements and prepare and communicate guidance andupdates to theteam.

To identifytrends that require preventative initiatives to improve service andorganisational culture a style of management which improvesemployee engagement and develops a coaching style of management.Working as a collective HR & OD team share good practiceand resources to enable corporate wideapproach.

To establishworking relationships with managers including new Managersproviding induction support. To provideprofessional HR & OD advice to enable managers to be clearon their people responsibilities signpost to resources availableand have an understanding of their people role alongside theservice support from the full range of HR & ODservices.

Advise supportand guide managers and/or Headteachers in relation to serviceemployee relations activities in order that employee involvementand working relationships are optimised and consistent withoperationalefficiency.

Providespecialist and professional employment law/case work advice andguidance in relation to case work e.g. disciplinary capabilitydignity at work managing attendance performance managementgrievance redundancy issues recruitment & selection etc.This will include advice and preparation of content for caseinformation. To be responsible for the planning and prioritisationof case activities and monitoring of own cases including trends. Toconsider trends in order to support management to identify and helpresolve underlying issues to maximize performance provide effectiveresponses and ensure fair and equitable treatment ofemployees.

Work inpartnership with a range of recognised Trade Unions corporately andfor support staff and teachers in schools in relation to case workdealing with employment related issues avoidance of disputes andconflict resolution. Advise managers/Headteachers on approaches to ensure that managers develop goodworking relationships with the Trade unions to seek earlyresolution of matters to achieve positive outcomes for theAuthority and itsemployees.

Advise coachand support managers and/or Headteachers in the implementation oforganisation change job design recruitment & selection andother associated policies to ensure fairness and consistency andthat the agreed procedures and processes are compliedwith.

To be thespecialist technical adviser for knowledge on all aspects ofemployment law e.g. contractual case law regulationsguidance. To research and advise oncomplex queries and/ or options for potential solutions. Working aspart of the wider HR&OD team escalating actions orsolutions to the HR Service Centre as appropriate.Sharing HR & OD expertise as required todevelop guidance and coach HR &OD colleagues to ensure thatadministrative HR activities and service complements theprofessional HR function.


Each HR & OD Officerwill provide identified support to the Service Centre as requiredthrough the escalation process and provide advice and guidanceupdates on matters that impact on their HRSC roles and support toservices.

Providespecialist professional advice and guidance to managers and/orHeadteachers and trade union representatives on organisation changeincluding job design (eg. advice on the development of JDs andPerson specification) to support career structures recruitmentcampaigns and job evaluation process so that manager s understandtheir responsibilities to ensure that HR processes including jobevaluation and recruitment proceed effectively andefficiently. To evaluate jobs inaccordance with agreed procedure taking part in Panels as requiredand liaising with the Job Evaluation post holder/Team Manager asnecessary.

Preparation andevaluation of workforce planning information to interpret summariseand forecast trends including employee surveys monitor externalsector development and research. This can include externalworkforce practices preparation of responses to informationrequests national regional or externally.Analysis of information to collate and present forHead of Service HR &OD and HR&OD BP for strategicreporting.

Providetraining and development advice to Managers dealing with a range ofcomplex and contentious people management issues.Identify any development needs develop design anddeliver training (to complement the corporate programme and/or inaccordance with the school s service level agreement) and tocontribute to Corporate/school (including Governor) trainingprogramme for employment topics. This includes support forprocesses induction formal courses for identified need develop andshare for all HR & OD consultants as a sharedresource. This aims to assist managers intheir people managementroles.

Supportmanagers and/or Headteachers in developing their skills andconfidence necessary to ensure consistency and best practice andresolve HR issues in the workplace within the employmentlegislation and HR & OD policy framework. E.g. coachingmediation.

To support theHR&OD Business Partners with the monitoring development anddelivery of any workforce contracts for services e.g. Agencysupplier Occupational Health Rewards.Managing changes liaison with procurement and theprovider. Updating guidance providingspecialist advice on the service and its daily operation orportal/system.

Maintainspecialist professional knowledge/ awareness of relevant UKemployment legislation case law regulations guidance and policyprocedures including safeguarding matters that need to beconsidered during the application of HR case work including DBS/EWCregistration and referrals asrequired.

Represent theAuthority at regional/national events as required. E.g. workforcegroups local managementmeetings

Essentialqualificationsneeded:

Graduate/Associate Member ofCIPD or equivalentexperience

Experience ofmanaging a busy HR & OD work/case load in a diverseworkforce providing specialist advice in a large & complexorganisation

Knowledge of HR& OD professional issues employee relations principlesunderlying sound recruitment and selection reorganisationorganisation designTUPE.
