Brief Description

The programme management team in North West Route works with colleagues across all functions to deliver a portfolio of projects and programmes. We manage the Route data and information management processes so that Route teams can be confident in data quality and make better decisions that lead to better outcomes.

From delivery of individual access points and operational enhancements, to new technology introduction, to complex cultural change programmes focussed on planning, access and ‘21st Century’ Maintenance – the remit of the team is to enable those changes that will see the Route meet its CP7 targets. The team’s key focus is delivery – working with those impacted by the projects and programmes to drive a people-centred approach to structured change management. We are a friendly team who work closely together and are passionate about delivering for our customers.

About the role (External)

To manage the North West Route’s data and information strategy – leading on data and information management processes (automating data where possible), all aspects of data quality and assurance, governance and utilisation. And providing the Route with a suite of reports and tools to gain meaningful insight from that data to make informed decisions. 

About the role

Specific responsibilities include

·Leading the production and management of the North West policy and strategy to align with existing and future data-related projects and provide guidance on the impacts of data management strategies.

·Develop and manage the North West data policies and processes to align with corporate standards and regulations, including third party requests to access region data.

·Introducing and monitoring compliance of new and /or updated national policies into the North West, providing briefings and awareness sessions where relevant.

·Leading key Route stakeholders to understand and develop the North West’s data reporting requirements. Enabling data to be turned into timely intelligence, which can be used to make business decisions.

·Leading North West data assurance regimes including the verification of condition of data and conduct / engage with audits as required both internally and externally including with regulatory bodies. Identifying and managing North West risks in regards to data management.

·Acting as the North West technical authority for data. Establishing and leading a North West data steering group, which can review and authorise North West data change requests and deviations to corporate standards and system access.

·Managing and developing relationships with internal and external stakeholders, including other functions and regulatory bodies. 

·Developing and leading the communication and engagement strategy to identify, understand and cascade awareness of the regions data requirements, checking alignment the needs of the customer.

·Providing guidance to the North West to comply with company IT Security / Cyber Security / infrastructure policies in regards to all Route data and conduct investigations where necessary.

Essential

·Membership of relevant professional body or equivalent experience

·Successful experience of providing technical leadership

·Ability to demonstrate an analytical mindset with proven problem-solving skills

·In depth understanding of the Railway Industry

·Extensive knowledge of data systems, standards and process integrity

·Extensive knowledge of asset management processes and techniques

·Successful experience in developing strategy, policies and procedures

·Demonstrably highly collaborative and adept at developing lasting and productive relationships

·Successful experience of applying Lean methodologies

·Good knowledge of health and safety management and compliance management processes

·Successful experience in all aspects of business management

·Knowledge of Network Rail corporate policies

·Experience of managing systems projects, integration and change
