Reports to: Chief Executive


Aim/Objectives:

1. to ensure that TOPRA delivers a relevant, high quality and sustainable training and education programme to regulatory professionals at all stages in their career and irrespective of geography and sector

2. to oversee the professional registration of members

3. to have oversight of the apprenticeship programme

4. to explore and implement new initiatives in training, education and CPD

5. to manage the Training and Education staff team


Director Responsibilities

To work as part of the TOPRA staff Director team to input into corporate strategy and lead the implementation of the agreed strategic goals

To attend TOPRA Board meetings and input to Board reports

To represent TOPRA externally at meetings related to professional development. education, learning

To input to and review the annual budget for the business and contribute to oversight of financial matters throughout the year.

To investigate or respond to new business opportunities

Education, training and professional development strategy

To manage the TOPRA volunteer strategy advice group to ensure that TOPRA remains current and delivers products which meet the needs of its customers


Professional Registration

To oversee and lead the systems for professional registration, including ensuring that the appropriate resources, training and processes are in place to deliver a quality outcome

To act as the TOPRA contact with the Science Council on matters relating to professional registration


Education

To recommend the strategy for education provision by TOPRA and to work up the processes for implementation of agreed activities

To oversee the work of the Education and Apprenticeship Lead to ensure that TOPRA MSc and PhD programmes are delivered in line with University and TOPRA policies, and in line with budget.

To oversee the validation of accreditation of other university provision of regulatory education and manage the work of the Conference and Accreditation Lead.


Training

To develop an annual calendar of face to face and on-line training opportunities, to ensure that the TOPRA competency framework is supported

To manage the staff responsible for oversight of the working parties and delivery of the training programme to ensure that programmes are delivered which meet learning outcomes, quality standards and financial objectives


Bespoke training services

To oversee the negotiation and delivery of bespoke services such as in-house courses or projects aimed at regulatory capacity-building or upskilling


Apprenticeships

To oversee and lead the systems for the RA Specialist Apprenticeship, including ensuring that the appropriate resources, training and processes are in place to deliver a quality outcome

To act as the TOPRA contact with the UK Government on matters relating to apprenticeships and associated training provision

To co-ordinate the employer task force to ensure ongoing review and support.

To oversee the work of the Education and Apprenticeship Lead to ensure that programmes are delivered in line with government and TOPRA policies, and in line with budget.


Conferences

To develop an annual programme of current awareness events (conferences, roundtables) to address ‘hot topics’

Oversight of the Regulatory Intelligence and Symposium Lead /Manager to ensure that planning and execution of these meetings is taking place in a timely fashion, in accordance with budget and policies and meeting TOPRA objectives.

To support the Regulatory Intelligence and Symposium Lead /Manager in developing appropriate stakeholder relationships


Digital

To develop TOPRA’s online learning portfolio, including:

  • Development of an on-going digital strategy for TOPRA including digital delivery, and the use of digital tools to improve processes and quality
  • develop and launch appropriate e-learning materials
  • ensure existing e-learning materials are up-to-date
  • manage budget for online learning


Additional Responsibilities

  • Attend meetings applicable to the post
  • Develop contacts that are converted into speakers and/or members and/or future TOPRA meetings
  • Provide regulatory guidance to TOPRA staff, working parties and external enquirers
  • Keep up-to-date with Regulatory developments in the EU and a knowledge of non-EU developments
  • Line management of events, education and training staff members


Person specification:

  • graduate in a scientific subject
  • experience in the training or education sector
  • understanding of or a willing to develop knowledge in healthcare regulatory affairs
