As a Senior Operational Assurance Manager you will support the Head of Operational and Corporate Assurance in the leadership of operational assurance activity both business wide, and across the project, setting clear expectations for implementation and delivery across the organisation. This role is to work with operational assurance practitioners in the business and across delivery to help the mature their functions, provide business level guidance on procedures and reporting and help us to all deliver right first time outputs.

About the role:
  • Support and maintain the development and management of a risk based and proportionate operational assurance regime to deliver right first-time outputs across the project and business
  • Be responsible for the operational assurance functions in developing their maturity plans, supporting systems, processes, management information and reporting to enable an efficient and effective self-assurance regime
  • Establish an integrated assurance regime in delivery that ensures our contractors' self assurance regime, and our interactions with it, are appropriate, effective and deliver right first time outputs
  • Undertake operational assurance mapping and planning reviews to provide confidence to the business that LoD1 is working effectively and assuring the correct activities
  • Conduct analysis of operational assurance outputs across the business and project to identify cross cutting trends and themes and then work with appropriate functional leads to deliver remediation plans
  • Be responsible for the delivery of specific projects/initiatives to implement and embed the HS2 operational assurance policy, strategy, procedures and reporting format across the organisation.
  • Manage reviews into compliance with assurance policies and procedures, and the integration of assurance control activities across HS2
  • Implement related policy, strategy, procedures and reporting formats for operational assurance across all aspects of HS2 the programme ensuring all assurance stages are understood and that improvement recommendations are implemented, as appropriate
  • Contribute to the development of assurance engagement and training materials that support delivery of effective assurance throughout the HS2 programme; deliver training to colleagues, support partners, and suppliers, as appropriate
  • Maintain good working relationships with partners (e.g. Department for Transport, Network Rail, P-Rep, JVs), other assurance providers within and outside HS2 Ltd
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI

About you:

Skills:
  • Skilled in distilling information from multiple sources and turning it into clear written materials
  • Ability to influence and negotiate with senior colleagues
  • Ability to engage with and manage stakeholders in our supply chain and business on sensitive issues
  • Management skills, working on multiple activities simultaneously and prioritise the most critical activities to agreed deadlines.

Knowledge:
  • Educated to degree level or equivalent
  • Application of cross functional assurance of project delivery
  • Application of a range of assurance activities, tools and techniques
  • Knowledge of best practice in assuring project and programme delivery
  • Professional assurance qualifications (e.g. Audit) or equivalent
  • Knowledge of matrix organisations and programme delivery
  • Knowledge of relevant interfaces for similar infrastructure projects

Type of experience:
  • Experience of delivering assurance across a major programme, or a complex organisation, with multiple stakeholders
  • Experience working with cross-functional teams to deliver common objectives in a matrix environment
  • Assurance, internal control or audit experience within both the private and public sector is preferable
