Introduction
The Parliamentary Maintenance Services Team (PMST), consists of approximately 115 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords) buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century.
The in-house Reactive Maintenance Team consists of 45 tradespeople and assistants, ranging from electricians and plumbers to interior decorators and locksmiths, who provide day-to-day reactive maintenance services across the site. This team also supports large ceremonial events such as the State Opening of Parliament.
The Role
You will manage a team of trades and craft assistants dealing with reactive works and helping to maintain our grade one listed buildings and UNESCO World Heritage site as well as all the other buildings that make up the parliamentary estate.
You will effectively communicate with all stakeholders to keep them fully informed of progress and proactively manage customers' expectations when timelines are at risk. This role will be based on the Parliamentary estate in Westminster.
Some of the responsibilities for this role include:
- Allocate work to staff and contractors to ensure efficient use of resources is achieved.
- Monitor work completion for safety, quality, timelines and value for money.
- Provide feedback to team members to promote a culture of safe working.
- Carry out toolbox talks and inspections of facilities, and action findings to maintain a safe working environment.
- Lead training and development within your team to ensure all statutory training is completed in a timely manner.
Shift Work
You will be working 33 hours per week. The current daily times of attendance will be 7:00 am to 7:00 pm on a one week on one week off shift pattern which would be Thursday, Friday, Saturday, non-working day Sunday and then Monday, Tuesday Wednesday then a rest week returning back to shift the following Thursday.
Skills and Experience
Qualifications:
- NVQ Level 3 in a building maintenance discipline or equivalent.
To be successful in this role you will demonstrate:
Ability to manage reactive maintenance services
Experience of:
- Working on a large estate
- Working in listed buildings
- Managing a team of tradespersons
- Planning work to use resources effectively.
Understanding of:
- Methods/constraints when working in a building that is occupied.
- The issues when working on listed buildings.
- Techniques used to maintain a building.
Communication Skills
Experience of:
- Relating to team members and customers whilst upholding the values of equality, diversity and inclusion.
- Communicating ideas to stakeholders to resolve problems with a broad range of people at all levels.
Understanding of:
- Of the importance of having good communication within a team and its impact on the team's performance and the customer's perceptions of the Reactive maintenance team.
Understanding of health and safety and its impact on the role
Experience of:
- Working safely
- Maintaining a safe working environment
- Contributing to safe systems of work
- Manual handling
Understanding of:
- Legislation relating to health and safety.
- How health and safety contribute to the working environment
- How to ensure a safe working environment is maintained.
Ability to measure performance and develop teams.
Experience of:
- Working with data to measure performance
- Coach and develop individuals and teams to drive continuous improvement.
- Recruiting team members that provide diverse contributions Manage and plan workforce development in the long and short term.
Understanding of:
- Data and its role in management
- Change management.
- Planning both short-term, medium and long-term.
