Venesky-Brown’s client, a public sector organisation in Rugby, is currently looking to recruit a Senior Planning Officer for an initial 3 month contract on a rate of £35 - £40 (Umbrella) per hour. This role will a hybrid working model of 2 days in the office and 3 days at home.
Responsibilities:
- Undertake planning monitoring and produce reports, including the Authority Monitoring Report, Annual Infrastructure Funding Statement and five year housing land supply statement on a regular basis.
- Carry out research and analysis and provide relevant information to customers.
- Prepare reports and draft policies in an effective and efficient manner.
- Keep up to date in terms of national and local planning legislation, policy and guidance.
- Provide policy advice and information to site promoters and developers, and the general public in an efficient and effective manner.
- To consider, analyse and formulate conclusions on responses to planning policy consultations.
- Manage and prioritise own workload in order to meet deadlines.
- Keep records of own work activities in a systematic manner in order to set targets and monitor achievements.
- Carry out site visits and attend meetings associated with planning policy and future development issues.
- Provide comprehensive planning policy advice to development management officers, officers in other departments and council members.
- Produce evidence to support planning policy formation.
- Providing guidance and support for communities considering or preparing neighbourhood plans.
- Provide guidance to junior members of the team in the progression of their functions.
- Through use of GIS system, create policies maps to support development plan documents, including the Local Plan, and other maps required for development strategy purposes.
- Liaise with IT and Communications for improvements to the website.
- Prepare and organise publicity, public participation, exhibitions and display projects including the maintenance of appropriate consultation databases.
- Prepare evidence for and appear at public inquiries and/or the examination in public of the local plan in relation to planning policy issues.
- Ensure that the organisation’s statutory and legal obligations and normal practices are complied with in relation to all policy planning.
- Manage appointed consultants, working on local plan evidence and other initiatives established by the organisation, and ensure that satisfactory outcomes are achieved.
- Carry out presentations to other officers, councillors, members of the public and interest groups, in a confident and effective manner.
- Be aware of Health and Safety legislation and so far as is reasonably practicable, ensure compliance with the Health and Safety at Work Act, the Council's Safety Policy.
- Any other reasonable duties as requested by the manager, in line with the postholder’s skills and knowledge.
Essential Skills:
- Degree or Diploma in Town Planning or relevant degree with extensive planning experience in the United Kingdom.
- Possess knowledge of UK town planning procedures.
- Experience of planning policy work either in a local authority or private practice in the UK.
- Able to communicate clearly and effectively in writing and face to face.
- A good standard of literacy and report writing skills.
- Ability to manage own workload to deal with conflicting demands and deadlines.
- Ability to identify problems and find solutions
- The ability to produce data and statistics by use of databases and spreadsheets
- Experience of and skills in public participation/engagement
Desirable Skills:
- Chartered membership of the Royal Town Planning Institute.
- Proficiency in the use of GIS mapping software
- Possess a valid and appropriate driving licence and be able to attend meetings and site visits throughout the Borough in an efficient manner.
