Programme Director, Luton Airport Expansion Plan.
Pre-Implementation & Implementation Stages
Freelance Contractor, 2-year initial contract.
Overview:
Exclusively retained by our client we seek a Programme Director to set out the requirements for, and lead, the Pre-Implementation and Implementation stages of the Luton Airport Expansion Plan. The role requires a strategic leader with proven expertise in large-scale infrastructure projects, managing multi-disciplinary teams, stakeholders, and ensuring the successful delivery of key milestones in one of the most ambitious airport expansion projects in the UK.
Role Deliverables:
- Develop the Programme Brief.
- Define Programme Management Team requirements.
- Develop the Programme Budget and propose Programme Outcomes
- Devise and agree the Procurement Strategy, and when the construction team should join the project team.
- Appoint the design team, with appropriate knowledge, skills and experience.
- Develop the Programme Plan/Schedule, building on existing work completed as part of the DCO process
- Gain approvals.
- Review and comment on key aspects of design as work progresses.
- Sign off the Stage Report at the end of each stage.
- Approve payments to the design team, construction team and relevant client team advisors as the project progresses, in line with their contracts.
- Manage stakeholder relationships and Project Risks.
Qualifications & Experience:
- Proven track record in delivering large-scale infrastructure programmes, preferably in aviation or transport sectors.
- Extensive experience in project management methodologies and frameworks.
- Strong leadership and management experience, with the ability to motivate and inspire cross-functional teams.
- Deep understanding of UK planning regulations, environmental standards, and public sector governance.
- Excellent stakeholder management skills, with experience working with government agencies, local authorities, and community groups.
- Commercial acumen with experience in managing budgets, contracts, and supplier relationships.
- Strong commitment to sustainability and knowledge of environmental impact assessments.
- A degree in a relevant field such as Engineering, Project Management, Business, or Environmental Science. A relevant post-graduate qualification or membership of a professional body (e.g., RICS, ICE, APM) is desirable.
