Job Purpose: As a Senior Cost Manager at our dynamic organization, you will lead and manage the entire cost management process for building and services engineering across a range of Business As Usual (BAU) and major capital expenditure projects. Your role will be to enhance value for money while ensuring adherence to installation standards and quality. You will be responsible for managing communication with project stakeholders, customers, suppliers, and contractors, fostering a collaborative and efficient project environment.


Key Tasks:

Strategic:

  • Master Planning: Lead the preparation of budgets for BAU and major capital projects, ensuring alignment with the Capital Investment Plan (CIP) and Master Plan (MP) to meet business objectives.


Project:

  • Project Budget: Oversee the development of detailed project budgets and cashflows specifically for building and MEP installations, collaborating closely with internal and external project teams.
  • Gap Analysis: Review and analyze the scope of works, designs, tenders, and tender returns to identify and address any gaps or anomalies in the provided information.
  • Value Analysis: Evaluate and challenge project elements to enhance value for money throughout the project lifecycle.
  • Cost Planning: Develop and maintain detailed Cost Plans and cash-flow forecasts, ensuring alignment with project requirements.
  • Change Control: Manage deviations from the Cost Plan, prepare budget estimates for change requests, and oversee the preparation of Change Control documentation.
  • Cost Monitoring: Monitor project expenditure against Cost Plans, highlighting any issues or variances to senior management.
  • Procurement: Lead tendering processes, prepare pricing schedules, contract preliminaries, and contribute to contractor and supplier selection.
  • Risk Management: Provide cost advice to mitigate risks associated with project delivery.
  • Health & Safety: Identify and report project and campus Health & Safety risks, adhering to company policies and procedures.
  • Contract Administration: Assess financial impacts of Contract Instructions, manage valuations, and provide documented payment recommendations.
  • Claims, Payless, EOT: Evaluate contractor/supplier claims (Loss & Expense), Payless Notices, and Extensions of Time related to building and MEP installations.
  • Section/Practical Completion: Negotiate Section and Practical Completion Accounts.
  • Insurance/Capital Allowances: Manage building and MEP cost-related activities for insurance, insurance claims, and Capital Allowances.


Administration:

  • Communication & Reporting: Lead and participate in team and project meetings, ensuring effective communication and issue escalation as necessary.
  • Accounts: Oversee the initiation of Purchase Request Forms (PRFs), monitor approvals for Purchase Orders (POs), and collaborate closely with Procurement and Accounting teams to resolve any issues.
  • Document Management: Ensure effective management and maintenance of project documentation using the designated document management system (currently ASite).


Personal Profile: Qualifications and Experience:

Essential:

  • Minimum of 6 years' experience in cost management, demonstrating competence through work experience and/or qualifications.
  • Proven ability to lead effectively within a team environment, excellent communication skills, and a proactive approach.


Desirable:

  • Degree or equivalent qualification in a relevant field.
  • Membership of a Professional Institute.
  • Clean driver's license.
  • Familiarity with Coupa and ASite.
  • Strong commercial awareness and diligence in all aspects of work.
