Who You Are

  • Professional qualifications/memberships: Full member of CCAB (such as CIPFA or equivalent) and/or ACT with significant post qualification experience. Evidence of significant relevant Continuing Professional Development (CPD).
  • Education: Educated to degree level or equivalent. Post-graduate qualification (e.g., MBA, Master's degree) is desirable.
  • Experience: Previous experience of managing/administering a defined benefit pension fund (preferably within an LGPS environment) and a good knowledge of defined benefit pension schemes. Experience of working with various stakeholders involved in the management and administration of occupational pension schemes. Previous experience in managing or providing a treasury management function in either a local government or corporate environment.
  • Skills: Excellent interpersonal, communication, and presentation skills. Ability to lead, inspire, and motivate employees. Well-developed IT skills, including MS Office suite, financial systems, and data visualisation tools.

  • Minimum Criteria: Must have experience of doing a similar role for a large local authority. Experience of both Pensions and Treasury. CIPFA (or other CCAB) qualified.


What the Job Involves

  • Leading the in-house pensions team that manages the Barnet Local Government Pension Scheme and providing direction on all pension-related issues to Barnet Council.
  • Managing the team that implements pension policy and oversees external service providers including investment managers, third-party administrators, consultants, and advisors.
  • Providing guidance and support to Barnet’s Pension Fund Committee and Local Pension Board.
  • Ensuring efficient administration of the Barnet Pension Scheme, offering high-quality service to members and employers, optimizing funding policy, and keeping statutory policies updated.
  • Leading the development and implementation of the Council’s Treasury Management Strategy.
  • Advising the S151 officer and elected representatives on Treasury management decision-making.
  • Maintaining a robust controls framework for the function and ensuring compliance with Treasury policies and practices detailed in the Strategy.
  • Overseeing investment, administration, and financial governance of the Pension Fund.
  • Managing accounting, budgeting, financial monitoring, and control of the Pension Fund accounts.
  • Liaising with the investment advisor and Fund Managers to optimize returns.
  • Managing relationships with Fund employers and providing information.
  • Developing governance arrangements, risk management, and reporting frameworks for effective governance of the Pension Fund.
  • Overseeing administration of LGPS membership arrangements, ensuring compliance and performance targets are met.
  • Compliance with legislative and regulatory requirements, including The Pension Regulator’s Code of Practices.
  • Leading closure of Pension Fund accounts, external audit support, and delivering financial returns.
  • Representing the Barnet Fund within the London CIV pool for strategic direction and development.
  • Preparing and maintaining Treasury Strategy, Policies, and Procedures, and managing the Council’s cash flows and borrowings.
  • Publishing treasury reports, advising on long-term borrowing, and supporting the S151 Officer.
  • Providing leadership that recognizes staff contributions to strategic objectives, fostering a high-performance culture, and managing staff performance.
  • Leading change management programs, identifying commercial opportunities, and embracing technology for digital improvement opportunities.
